OfficeTeam is currently hiring a Purchasing Manager to assist a Procurement Specialist in providing senior level expertise in strategic sourcing initiatives and directing medium and large scale acquisitions of goods and services through the competitive bid process! This individual will have over 5 years' experience & exposure to working with Public Procurement.

Knowledge/Technical Skills
 of the principles, theories and concepts of procurement and purchasing
 of competitive bid and tendering documents
 of competitive bidding and evaluation process
 of contract development and administration
 of negotiation practices, principles and strategies
 of project planning and implementation
 of suppliers’ market and trends in diversified commodity areas
 of the relevant computer applications, databases and programs

Analytical/Problem Solving Skills
 to review performance history of vendors and suppliers
 to analyse user requirements and determine specification package
 to research procurement options and alternatives and make appropriate recommendations
 to evaluate proposals and performance/service level of suppliers/vendors

Communication/Interpersonal Skills
 to obtain buy-in and support for procurement strategies from internal customers, key stakeholders and senior management
 to prepare detailed and complex specification packages
 to negotiate pricing, terms and conditions in the acquisition of goods and services with potential suppliers
 to communicate and explain results to bidders while maintaining relationships

  • 5+ years’ experience in public procurement and leading competitive bid initiatives.
  • Hands on experience with competitive bid templates and documentation.
  • SCMP designation or equivalent is preferred.
