The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.
The Multilateral Fund for the Implementation of the Montreal Protocol (MLF) is dedicated to reversing the deterioration of the earth's stratospheric ozone layer. It was established in 1991
as the financial mechanism of the Montreal Protocol to assist developing countries (Article 5 countries in the language of the Protocol) in complying with the obligations under the Montreal Protocol. The Fund Secretariat located in Montreal, assists the Executive Committee in this task (www.multilateralfund.org). The Secretariat is administered by UNEP.
This post is located in UNEP/MLF at the Montreal duty station.
Under the supervision of the Chief Officer, the incumbent will perform the following duties:
1. Information management:
Plan, develop, implement and maintain information systems addressing the needs for information of all key stakeholders to the Montreal Protocol; Oversee the preparation of different types of correspondence; Formulate and implement ways to present information related to the Multilateral Fund to different stakeholders; oversee the customization and interpretation of technical information related to the Multilateral Fund so that it can be understood and assimilated by stakeholders; Take the lead in designing and developing the archiving system of reference materials of relevance to the work of the Multilateral Fund, for record-keeping and institutional memory; supervise electronic logging system of documents of the meetings of the Executive Committee in all UN languages; Oversees the translation of documents and the final report of the meetings of the Executive Committee and secure timely posting in both the Secretariat intranet and website; Supervise the management of the Secretariat’s contact data base to ensure that information on Executive Committee members, bilateral and implementing agencies, other participants as well as conference services staff and experts, is reliable and kept up-to-date.
2. Public relations and outreach:
Conceptualize, develop and manage the maintenance of the Multilateral Secretariat's website/intranet including its periodic review and update of documents, and intranet pages, keeping with technological developments and emerging technologies, and adhering to strict deadlines; Coordinate research and analysis of information gathered from diverse sources relevant to the Multilateral Fund and the Montreal Protocol, including new policies, manuals, reference materials, for circulation to staff of the Secretariat and presentation to stakeholders; Coordinate preparation and analysis of information on existing and emerging issues to keep the Secretariat abreast of existing and new challenges in the area of Ozone Depleting Substances phase-out and alternative technologies in developed and developing countries; Oversee the presentation of responses to information and data queries from a broad audience to promote better understanding of the objectives and activities of the Multilateral Fund; Liaise with senior information officials of relevant units within the UN system and bilateral agencies, for purposes tailoring information needs and dissemination of information materials as appropriate.
3. Programme management and Executive Committee meeting document preparation:
Collate, synthesize and prepare policy papers and project related documents for consideration by the Executive Committee; Provide substantive inputs to policy documents and other documents prepared by staff of the Secretariat for consideration by the Executive Committee; Draft opening remarks, briefings, speeches and/or visual presentations of relevant decisions of the Executive Committee and the Meeting of the Parties to be used by the staff at the Secretariat during regional and/or international meetings; Participate at Inter-agency coordination meetings hosted by the Secretariat and at regional and international meetings related to the Multilateral Fund and the Montreal Protocol.
4.Perform other related duties as may be assigned.

Advanced university degree (Master's degree or equivalent) in information science, information systems, communication, environmental management or related fields. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of seven years of progressively responsible experience in modern archive management systems, information management, programme management and public relations or related area is required.
Experience in presenting reports and data, as well as facilitating meetings is desirable.
Experience and knowledge of the Montreal Protocol and its Multilateral Fund is an asset.
Experience in existing electronic information systems, especially the design of internet web-sites, databases including design, general knowledge of computer programming is an asset.
English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and oral English is required. Working knowledge of other UN official languages is desirable.
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
