This is a permanent full time position, working 35 hours per week.

Reporting to the Manager, Community Planning, this position is responsible for the full administrative and technical processing of Development Applications as related to the Region’s mandate under Provincial legislation (Planning Act, Niagara Escarpment Planning and Development Act, Parkway Belt Act), including Official Plan and Zoning By-law Amendments, subdivisions, condominiums, site plans, lifting part lot control, consents to sever, minor variances, Niagara Escarpment Development Permits, and Parkway Belt Plan applications.

Preferred Background:
The successful candidate will possess a University Degree in Planning or a related field combined with a minimum of three (3) years of progressive experience in land use (development review) planning, preferably at the local, regional or provincial level. The candidate must be able to work in a fast-paced environment, meet tight deadlines and balance multiple priorities. Excellent oral and written communication skills and organization skills are also required. The applicant must have customer service experience, conflict management skills and political acuity in order to provide helpful, timely and courteous responses to stakeholders. Membership in the Canadian Institute of Planners or Ontario Professional Planners Institute is preferred. An equivalent combination of education and experience will be considered. While not required of the successful candidate, experience in major project experience, training and facilitation, or software rollout will be considered an asset.

Working Conditions:
Travel will be required, incumbent must provide their own transportation. The incumbent will be required to provide a copy of their driver’s license by their first day of employment. Flexibility in working hours will be required.

Prepare comments and recommendations on development applications, taking into consideration conformity with the Regional Official Plan, the Provincial Policy Statement and other relevant legislation.
Respond to public inquiries regarding application status.
Supports one of our municipal teams comprised of a senior planner, other planners, and Development Project Managers in the review of development applications.
Has knowledge of current analytical methods and trends in planning research and information management used in development and land use planning.
Facilitates meetings with Regional staff, local municipal and agency staff, and various stakeholders including the public.
Coordinate, monitor and resolve conflicts and problems on Regional planning matters affecting Regional departments, outside agencies, Local Municipalities, the Province, private industries and the public.
Assist with public meetings, and preparation of evidence for Local Planning Appeal Tribunal hearings.
Assists the Senior Planner in coordinating overall team workflow for development applications and infrastructure planning and financing, including file set-up, entering and retrieving data, and the preparation of status reports using the Region’s development tracking system.
Assist in providing a streamlined effective process for commenting on development applications, in order to improve turnaround time in assisting local municipalities.
Assist the Manager of Community Planning with corporate or special projects as required.
Perform other duties as assigned.
