Supervise the day-to-day operations of the City’s landfills and their respective waste diversion functions
Liaise with and manage the collection contractor to ensure the efficient movement of material between collection and disposal or processing
Liaise and represent the City’s interest with various regulatory and non-regulatory organizations such as conservation authorities, Ministry of the Environment, other municipalities, public stakeholder groups, Stewardship Ontario etc. on waste management issues
Enforce City waste management by-law and policy relating to waste management operations
Ensure Landfill sites operate in compliance as described in their respective Certificates of Approval, associated environmental regulations and best management practices
Participate in future planning of waste management systems
Participate in the establishment and operations of new and innovative waste management programs such as landfill gas collection/energy recovery and waste diversion programs such as Source Separated Organics and composting
Assist in budget preparation and grant funding and make recommendations and maintain budget for the various landfills and waste management operations
Manage data collection and revenue systems related to waste operations
Coordinate capital programs and ongoing maintenance related to waste management services
Ensure the health and safety of staff by adopting safe work practices and by monitoring, in compliance with relevant legislation
Prepare staff reports to council and presentations at council meetings
Responsible for participating in the hiring, discipline, dismissal, performance management and training of staff, in consultation with the Director and Human Resources
Administer the terms of the applicable Collective Agreements, in collaboration with Human Resources
Perform other related duties as assigned

Requirements and Qualifications

Post-secondary degree in Environmental Services, Engineering or a related field
Minimum 5 years of related progressive experience, preferably in a municipal environment
Demonstrated ability to understand, develop, and implement waste management operations
Supervisory experience in a unionized environment
Familiarity with applicable legislation including but not limited to Environmental Protection Act, Occupational Health and Safety Act and all related regulations that pertains to waste management operations
Strong leadership skills, able to motivate staff, improve divisional sustainability and efficiency
Ability to work independently with minimal supervision, with demonstrated time management skills and the ability to prioritize work and meet deadlines
Demonstrated customer-service skills at a level to develop and to maintain cooperative/collaborative working relationships both within and outside the organization
Strong interpersonal skills, tactful and diplomatic with excellent written and oral communication skills
Ability to demonstrate initiative consistently with commitment to quality improvement, sharing process improvement initiatives with management
Demonstrated proficiency in Microsoft Office, the internet and other related software
Possess and maintain a valid Ontario Class “G” Driver’s Licence
Upon a conditional offer of employment, a Criminal Record Check will be required
