Reporting to the Supervisor, Business Performance and Analytics, the Maintenance Management System Technologist position (BPA Tech) is responsible for overall oversight and coordination of the maintenance management system used to govern all Infrastructure Maintenance activities.

The BPA Tech manages different programs and projects of moderate scope in order to implement process improvement initiatives. This position is responsible for managing the change from a technical (tools, process) perspective, to a supervisory level work (assign responsibilities, provide directions and ensure delivery of expected results) and a cultural perspective (training, communication, user support, etc). This is accomplished by providing technical management system planning and direction, coordinating with district technologists to champion issues at the section-level. This role exercises significant indirect leadership by coordinating with other technologists to identify and develop solutions to common problems, managing stakeholders communication, involvement and expectations, identifying and obtaining resources required to implement improvement, providing training and support to users to ensure change is sustainable and identifying lessons learned.

Some key responsibilities include:
Oversee maintenance management system processes and tools which governs all Infrastructure Maintenance activities and identify systemic issues and propose solutions to management
Oversee maintenance and asset-related data such as preventive maintenance plans, asset inventory, asset conditioning, etc to ensure data integrity, data accuracy and data accessibility
Establish procedures and tools to implement scheduling techniques and to maintain effective reporting and documentation of labour, equipment, material consumptions and accomplishments
Monitor the work of District Techs and Clerks to ensure processes are being performed in a harmonized approach that ensures consistency across all programs and units
Manage 311 escalations by acting as the first level escalation for 311 and transfer higher level escalations to the appropriate manager
Coordinate and approve, within prescribed limits, heavy-load road permits
Coordinate with the Permit section in Traffic Operations to approve road bans, road bans exceptions and heavy-load road permits within prescribed limits
Resolve vibration complaints by coordinating with engineering services for testing, interpreting test results, and recommending corrective action
Conduct quality management system activities to include testing, compiling results, providing statistical inference analysis, etc
In support of program managers, develop and coordinate program specific quality monitoring activities to ensure compliance to quality standards
Produce technical reports related to repairs, maintenance and specifications
Scope and lead projects that aim to improve business performance by modifying processes and/or implementing new tools such as SAP Mobility
Provide technical guidance to employees, contractors and/or field crews regarding maintenance management system processes
Other related duties as required

Qualifications :
Completion of a two year diploma in Engineering, Business or Computer technology program
Completion of a degree in Engineering, Business or Computer Sciences program considered an asset
A minimum of five (5) years directly related working experience (internal or external to COE) in:
Maintenance or transportation system operations
Process improvement
Project management
Monitor operations/execution of work
Knowledge of technical and engineering principles and practices related to infrastructure maintenance
Knowledge of bylaws, standards, and regulations applicable to infrastructure maintenance
Knowledge of continuous improvement best practices and change management principles
Ability to deal with ambiguity, multiple and changing priorities and multiple simultaneous assignments
Strong problem solving and analytical skills
Advanced computer skills, including Microsoft Office applications, web-based communications, enterprise resource planning applications and workflow development tools
Strong communication skills, both verbal and written
Strong relationship-building and interpersonal skills, both internally and with external vendors and stakeholders
Strategic thinking, decision-making, and ability to assess risks
Ability to solve problems and make independent decisions
Extensive knowledge of best practices/standard methods; practices, materials, tools, equipment and other disciplines related to the operational area
Ability to make sound decisions with an understanding of budgetary and political implications
Research and problem solving skills to gather required information, make decisions and develop recommendations
Adaptability to manage changing priorities, complex information and issues in a timely manner
Valid Alberta Class 5 driver's licence (or provincial equivalent). Must arrange own transportation to be reimbursed in accordance with City of Edmonton policy. This may require business auto insurance
