This position performs complex and advanced technical work including database management, design, construction, operation, preservation and management. The position provides advice regarding technologies and technical analysis related to roadway construction, design, operation, preservation, maintenance, management and performance. This position typically reports to a Coordinator, Construction Programming position.
Typical Duties Include:
Initiate, develop, maintain and coordinate databases related to transportation infrastructure preservation and field inspection.
Provide technical analysis and operational support related transportation design, construction, operation, preservation, maintenance, management and performance.
Review and comment on drawings, specifications, plans to ensure City standards and requirements are met.
Develop, monitor, manage and conduct data and sample collection programs.
Develop and review standards, specifications, processes and manuals related to, roadway operations, construction and/or maintenance, and construction field services.
Develop and review engineering design, material, testing and technology/equipment standards and specifications.
Research, co-ordinate and assemble information and prepare technical reports.
Approve requisitions, expenditures and other transactions within the limits of established authority.
Research and evaluate the application of technologies and industry best practises related to roadway design, construction, operation and preservation.
Manage projects, work programs and budgets, including contract administration.
Represent the department in meetings with other departmental staff, other departments, the public, consultants, contractors, other government agencies, community associations and City Advisory Committees.
Tactfully and adequately respond to concerns and inquiries from the public, City Council and other branches/departments/divisions.
Contribute to team projects and effectively participate as a team member.
Participate in labour relation activities such as staffing, discipline, staff development and performance appraisals of subordinate staff.
Ensure compliance of personnel, equipment, materials, contractors and consultants at work sites to meet Provincial Occupational Health and Safety Act, City of Regina Occupational Health and Safety Manual, City of Regina Standard and Emergency Operating Procedures, and legislative and regulatory requirements.

The knowledge, abilities and skills are obtained through completion of a (2) two-year diploma in Civil Engineering Technology and a minimum of two (2) years’ experience in related roadway technical field
Knowledge of and demonstrated ability to apply engineering practices, principles, theories, computations, analyses and statistics.
Knowledge of transportation infrastructure, design, materials, operations, construction, maintenance and preservation.
Knowledge of drafting and surveying technology practices and techniques.
Advanced level GIS and CAD skills to display data including symbology, create, edit and query data, modify drawings, relate data, and prepare designs using software such as Arc View, AutoCAD, LDD and Civil 3D.
Knowledge of principles, practices and theories for the effective supervision and leadership of staff.
Ability to interpret, understand and manage work in accordance with the general rules and regulations of the Provincial Occupational Health and Safety Act, other legislation, and expectations of City of Regina’s policies, standards, practices and guidelines.
Demonstrated ability to strategically plan, coordinate and direct the work of others.
Ability to acquire and apply knowledge of City policies and procedures, and legislative and regulatory requirements.
Demonstrated ability to develop and work with complex databases.
Intermediate skills to create tables and forms, create formulas, create queries and reports, modify and customise charts and tables, use pivot tables and cross tab queries, and import/export data from various sources and formats using software such as in the Microsoft Suite of Professional Office Software (Excel, Word, PowerPoint, and Access).
Skill to develop innovative engineering and technical solutions.
Skill to work independently and prioritize tasks and projects.
Skill to express ideas effectively, in oral and written form.
Skill to establish and maintain effective working relations and a respectful work environment with superiors, subordinates, co-workers and the public.
Must register and maintain registration under Saskatchewan Applied Science Technologists and Technicians (SASTT).
Must possess a valid Class 5 Driver's License and have a vehicle available for work usage (a travel allowance is provided).
Candidates must participate in training and be willing and able to complete recognized certification programs and courses to perform the work and maintain status.
Will be required to work from variable bases of operation (for example, 4th Avenue Yards and /or other designated bases).
Must be able and willing to perform work of a physical nature in all types of plant, field environments and inclement conditions.
Must be willing to be on call, perform overtime, work shift and/or irregular hours.
