What responsibilities will you have in this role?
Reporting to the Director, Talent Planning and Development the Manager, Learning and Development is responsible for the design, development and execution of learning programs and initiatives that strengthen organizational skills, capabilities, compliance, and performance. The scope includes the evaluation of organizational learning needs and developing solutions that maximize results to increase Leader and Employee capability supporting the Colleges’ strategic priorities and student success.
The Manager of Learning & Employee Development will support the refresh of the Colleges’ Strategy of 2022 and Vision 2030 through the development of a new strategy. The role of the incumbent is not only of designing and building the leadership and development strategy, but also one that fosters an individual with a strategic mindset to develop and deliver programs within the College.
Develops the Learning and Development strategy supporting Leadership and Employee growth using a blend of formal and informal learning modalities.
Supports the execution of Vision 2030 through the development of strategies and programs that will support Culture initiatives and build employee capability.
Advances the use of technology to support the learner experience.
Develops and delivers learning programs and initiatives that strengthen organizational skills, capabilities, compliance, and performance using Universal Design Learning (UDL) principles.
Establishes an assessment framework to analyze and evaluate program outcomes and ROI to implement process improvements that increase effectiveness.
Designs and develops instructional material using a variety of modalities (ILT, eLearning, video, micro learning, performance support tools).
Creates scalable solutions that enhance leadership/manager effectiveness and build leadership capability across the College community.
Collaborates with multiple stakeholders/ SMEs at senior levels to identify, design, and deliver solutions to increase leadership effectiveness, applying adult education theories and models to ensure an effective learning experience.
Works with Sr. HR Consultants, and other key stakeholders, to maintain an understanding of leadership development needs and priorities.
Conducts research and maintains an external network to stay informed of leadership development trends to advise best-in-class practices including experience-based learning.
Supports the articulation of the Learning and Employee development strategy, in partnership with the Director, Talent Planning & Development.
Develops a consistent communications roadmap for all Learning and Leadership development initiatives. Ensures communications are clear, concise, consistent, to enhance understanding, engagement, and are conveyed appropriately to stakeholders.
Plans, delivers and implements programs and initiatives within approved budget.
Complies with financial and budgeting programs, protocols and reporting standards of our College and other relevant governing bodies.
Provides leadership and direction to their team and maximizes employee performance through effective recruiting, onboarding, mentoring, and coaching and employee development.
Other related duties as assigned.
What qualifications do you need for this role?
Four-year degree or diploma from a recognized post-secondary institution in Organizational Development, Human Resources or a related field is required.
Master’s Degree in Adult Education, Organization Development, Leadership, Human Resources, or related field would be an asset. Certified Human Resources Leader (CHRL) or an equivalent is preferred.
Minimum seven years of relevant experience and knowledge in Leadership, Learning, Organizational Development or Talent Management.
Knowledge of Curriculum and program design using the principles of Adult Education.
Experience in a unionized setting, post-secondary institution or public sector organization is an asset.
Familiarity with design, implementation and sustainment of learning management systems (LMS) Cornerstone is an asset.
Demonstrated success designing, developing, executing learning experiences with a focus on leadership including needs analysis, design, facilitation, delivery, and evaluation.
An expert in PPT and eLearning Authoring tools, be technologically savvy to quickly learn and develop in new digital modalities – video, smartphone apps, visual identity for programs and campaigns, infographics, etc.
Knowledge of the design, functionality and implementation of HRMS and ATS systems.
Ability to build strong relationships, establish trust, influence decision-making and gain consensus on solutions across organizational levels.
Ability to quickly understand an organization and take a collaborative, client-focused, systems approach.
Demonstrated experience in working across all levels of complex, dynamic organizations including familiarity with senior management teams.
Superior written and verbal communication skills, conflict resolution, problem solving skills, organization and analytical skills.
Demonstrated leadership in delivering excellent service to others as this is key in supporting the success of our students and our College.
Strong collaboration and teamwork skills.
Effective ability to interact with others and deal with situations in ways that respect diverse backgrounds, experience and styles.
Flexibility in adapting to change and in participating in consultative decision-making processes.
