The City of Edmonton continues to grow and for our Transportation Infrastructure Delivery section we need 2 experienced Engineering Program Managers.

Below is a summary of the roles:
The Engineering Program Managers will manage the development of detailed design Requests for Proposals, Expressions of Interest and manages the Open Order portfolios. The positions will require management of engineering consultants as well as internal engineering and technical project management staff. The role will involve taking preliminary designs through procurement for delivery of minor to major transportation projects. The position will also manage high profile projects (excess of $50 to $100M) with emphasis on urban structural bridge requirements. Typical complex transportation infrastructure projects that can be expected include 50th Street grade separation, major river crossings, high volume interchanges etc. This position will also require management and mentoring of engineering and technical project managers on various lower profile projects (under $20M). This position will require travel to and from the field as required
The scope will include bridge and roadway construction and rehabilitation of civil structure projects in an urban environment.

Program Management and Execution
Plans, budgets, aligns and assigns the projects in a way that maximizes the skills and internal resources available to support a series of projects
Manages, tracks and reports program progress to ensure the program is on budget, on schedule, and within the defined scope and quality
Oversee and/or provide overarching Council reporting, with an ability to provide the appropriate level of information
Monitor and manage risk associated with the program
Supports Project Managers in resolution of issues and continued advancement of the program goals and objectives and appropriate escalation when required
Leadership

Mentor and coach staff in a manner that fosters a culture of growth, development and continuous improvement, including EITs working towards a Professional Engineering designation and project managers working to develop their technical expertise
Ensure project managers are empowered and have the competencies, tools and equipment required for them to perform their roles including developing and implementing staff performance plans
Lead multi-disciplinary teams consisting of consultants, contractors, business partners and stakeholders
Engineering

Provide engineering leadership to guide program success
Provide expert technical input on standard development and implementation in cooperation with industry
Review the design and delivery of work performed by engineering consultants
Ensure appropriate specifications and standards are developed and/or used based on expert technical expertise and management of engineering specialists
Apply technical expertise to anticipate, identify and resolve issues that may impact the project

Qualifications :
Bachelor’s Degree in Civil engineering. A related field of Engineering may be considered
Must be a Professional Engineer and eligible for professional membership with APEGA. A P.Eng designation is required
Minimum 7 years made of a combination of engineering and project management experience directly related to transportation infrastructure delivery such as bridges, roadways, earthwork, and civil structures in an urban environment
Comprehensive understanding of construction processes related to civil and structural disciplines in relation to transportation infrastructure including bridges, roadways, and civil structures in an urban environment
Strong program/project management skills including an understanding of project management methods and techniques (PMBOK best practices)
Demonstrated experience leading Project Managers and multi-disciplinary teams in the delivery of projects
Strong contract management skills including selection process, claims management and performance evaluation
Strong conflict resolution and negotiation skills with experience in solving complex and sensitive issues
Strong verbal and written communication skills, including report writing and presenting
Experience managing and working with external consultants
Working knowledge of relevant codes, legislation, regulations, policies and procedures (Alberta Transportation standard Specifications for Bridge Construction, Canadian Highway Bridge Design Code CSA S6-14, Transportation Association of Canada Geometric Design Guide for Canadian Roads, OH&S, Environmental, Builders Lien Act, etc.)

Salary: $87,575 - $125,105 (Annually)
