Specialist, Operational Assessments

Location of Position: Mississauga

The Specialist , Operational Assessments will report to the Manager Operational Assessments

Job Description: ( Key Responsibilities)

Develop appropriate processes to support Operations activities. Identify the objectives of business processes, assess the risk of not meeting those objectives and identify process controls to mitigate risk as appropriate. Document process objectives, tasks, risks and controls in summary documentation (e.g. risk-control matrices).
On an on-going basis, assist process owners in reviewing the effectiveness of existing Operations processes. Recommend, develop and implement effectiveness and efficiency improvements, as necessary.
Work with subject matter experts to produce business process documentations including procedural instructions for Operations activities. Ensure that the documentation is consistent with NERC standards, NPCC criteria, the market rules, relevant government regulations and other industry standards, and is consistent with IESO processes for managing controlled documents. Ensure that the documentation is appropriate for the audience (e.g. internal vs external manuals) and contains the appropriate level of detail.
Assist in the assessment of operational events for their compliance with legislation, regulations and standards including the market rules, NERC standards and NPCC criteria, and appropriate documentation.
Work with Operations subject matter experts and Information Technology staff (including business analysts) as necessary to identify and document user requirements for new or revised:
Application software developed by IT to support Operations processes. On behalf of Operations, perform User Acceptance Tests on delivered software.
Facilities (e.g. telephone system, wallboard) implemented by IT to support Operations processes. On behalf of Operations, perform User Acceptance Tests on delivered facility items.
Liaise with Operations staff to understand issues with the performance of existing tools, and follow-up with Information Technology to facilitate their resolution.
Develop end user computing tools as necessary to support Operations tasks, including:
operation of the IESO controlled grid;
operation of the IESO administered markets;
post-event analysis of system events; and
Control room support activities (including ExPost activities).

Develop and maintain inventories of end user computing tools, and assess the level of risk of these tools in accordance with IESO standards. Develop requirements documents and test plans for the tools, and execute the test plans.

Maintain a current knowledge of Operations processes for the purposes of interpreting and assessing the priority of issues regarding Operations tools and processes.
Deliver new or revised IESO-controlled documents in accordance with the IESO baseline process. Maintain an inventory of Operations controlled documentation for Chief Operating Officer delegation. Facilitate the baseline process for Operations documents.
Represent Operations for items arising from IT change and release management.
Perform other duties as required.

Selection Criteria:Education:
Requires knowledge of electrical theory, power systems analysis and control, mathematics, and computer sciences to interpret highly technical information and translate into procedural instructions.
Requires good written and oral communication skills in order to prepare effective reports, business process documentations, user requirements and guides, system documentations, and to deal effectively with contacts involved in accomplishing work objectives.
This knowledge is considered to be normally acquired either through the successful completion of 4 years University education, or by having the equivalent.

Experience:
Requires experience to understand Operations’ business processes as they relate to the development, implementation and maintenance of documentation on business processes, user requirements, procedural instructions and other related documentation and reports. Requires experience in use of standard and proprietary computer operating systems and development of user tools using standard development languages and software. Requires excellent facility in written and oral communications, including the ability to prepare effective documentation, recommendations and reports.
Requires exposure to develop a good overall understanding of the operation of the IESO-Administered market. Requires considerable exposure to system and market operation practices and procedures, including legislation, resource utilization, and, system control techniques. Requires computer experience including exposure to statistical and database software, desktop software applications, computer data conversion, various PC-based query and calculation tools, and computer system interfaces. Requires experience in applying, testing and considering the merits of alternatives. Requires good customer service skills.
A period of over 8 years, up to and including 10 years is considered necessary to gain this experience.
