Family Service Toronto (FST) helps people face a wide variety of life challenges. For over 100
years, we have worked with individuals and families destabilized by precarious mental health
and/or socioeconomic circumstances, to achieve greater resilience and stability in more just and
supportive communities. We achieve this through our direct service work of intervention and
prevention which includes counselling, peer support and education; knowledge building; and
system-level work including social action, advocacy, community-building and working with
partners to strengthen the sector.

Reporting to the Executive Director and as part of the senior management team, the Director, Social
Action leads and supports FST’s social action work across the organization. The Director develops and
assists FST in articulating public policy positions with respect to social and economic issues that affect
the individuals, families and communities we serve. The Director fosters the development of a culture
of advocacy and social action within FST and in the community social services sector through research,
education, policy development, campaign and community building activities. The Director serves as
the National Co-ordinator of Campaign 2000, providing leadership and support to the Campaign. The
Director works with the Board of Directors, its committees and working groups as needed. The
Director secures and maintains funding for the department’s programs and services. As part of the
senior team, the director is responsible to participate actively in system leadership for organizational
intelligence.

The Director supervises the following positions:
  • Coordinator, Social Action/Ontario Campaign 2000
  • Coordinator, Growing Up Healthy Downtown
  • Program Assistant
  • Community Building Worker
  • Students and volunteers

SPECIFIC ACCOUNTABILITES

Planning

  • Develop and implement the departments’ annual operational plans and budgets, ensuring an
inclusive process and plans that are aligned with the organization’s strategic plan

  • Participate in the development of the organization’s annual operational plan and budget
  • Monitor achievement of the department’s operational plan, reporting results as required
  • Oversee applications and reports to funders, ensuring high quality documents that meet funder
requirements and timelines
  • Participate actively in the organization’s strategic planning process (every three to five years)
  • Participate in planning for operational business improvements and new organizational projects,
identifying and responding to opportunities as they arise.
Research and Evaluation

In collaboration with the Director, Knowledge Building:
  • Ensure that the department’s work is grounded in best practices, research and evaluation,
using processes which include and value the voices of clients and community participants

  • Foster a culture of learning, evaluation and innovation within the department and across the
organization that contributes to knowledge creation, learning and improvement within FST and
the community

  • Pursue opportunities to learn from the experiences, research and evaluation efforts of others
on topics relevant to the work of the department

  • Work with the Technology, Communications and Facilities Department to ensure that
participant and service data are useful for decision-making

  • Participate in the accreditation process to ensure that FST maintains its accreditation in good
standing

External Relationships

In concert with the Executive Director, Directors and Managers:

  • As a visible member of the social services and anti-poverty community, pursue program
opportunities and promote collaboration

  • Along with the executive director, be an expert on the Canada Revenue Agency’s rules on
charitable activities

  • Build and maintain media relations
  • Build and maintain government relations
  • Build and maintain excellent community relationships and networks across all program areas
  • Provide nimble response and timely support on issues as needed
  • Build and sustain excellent relationships with funders
Operations

  • Conduct, coordinate and manage policy research, policy development and other activities
related to FST social action priority areas, including but not limited to poverty, immigration and
settlement, income security and employment, health and housing

  • Oversee the day-to-day operation of the work of Campaign 2000 office, including fundraising,
media relations and project management. This includes acting as media spokesperson for the
Campaign, participating in radio, television and print media interviews.

  • Provide leadership and support to the Campaign 2000 Partners including organizing and
convening partners meetings, developing agendas and follow-up. This includes coordinating all
aspects of annual child and family poverty report card production and leading advocacy and
media efforts centred around marking November 24th, the date of the passage of the 1989 all-
party resolution to end child poverty by the year 2000

  • Coordinate policy development and review for the department through a consultative process
  • Hire and supervise the department’s staff
  • Ensure the successful functioning of the departments’ staff team, including collaboration with
all FST program areas
  • Coordinate policy development and review for departmental policies, through a consultative
process
  • Ensure timely and accurate data collection using the client and service database; ensure that
service data are used to inform decision-making, to provide useful reports for funders and the
board and to improve quality of service

  • Work with the co-ordinator of volunteer resources to develop volunteer opportunities
  • Work with staff and the co-ordinator of student placements to develop and implement student
placement opportunities
  • Work closely with the FST grant writer to explore and develop innovative grant proposals
supporting both short-term project and long-term funding

Other Duties and Responsibilities

  • Provide advice to the Executive Director on matters requiring a public position and/or risk
management

  • Participate actively in all relevant committees and teams including the senior management
team

  • Perform other duties as assigned which are consistent with this role

QUALIFICATIONS

  • Post graduate degree in social work, political science or a related field or equivalent
combination of education and experience

  • A minimum of five years relevant experience in advocacy, social action and community
building

  • A minimum of three years management experience in a relevant community environment,
including responsibility for a budget and supervision

  • Experience in government relations and knowledge of government policy and program issues
relevant to the priority program areas

  • Experience analyzing, interpreting and working with quantitative and qualitative research
related to social issues

  • Experience working with the media and acting as a media spokesperson
  • Experience with content development for social media channels and campaigns
  • Experience working harmoniously and effectively with different constituencies to create strong
and cohesive partnerships
  • Ability to work in a variety of sectors and capacities and at different levels of the community
  • Experience working with diverse groups, marginalized people and using community building
models
  • Effective leadership skills and ability to work collaboratively with personnel at all levels across
the organization and ability to relate to volunteers at a board level
