Reporting to the Supervisor – Maintenance Projects and C&SU (Commissioning and Start-up) Montreal System, the Project Technician – Millwright/Mechanical’s main responsibility is to support engineering capital projects, field services level projects which includes but is not limited to; Contractor supervision and direction, performing all project related pipeline systems lockout, pipeline and booster station drain downs, pipeline and booster station re-pressurization and commissioning of new mechanical equipment installed on the pipeline with vendors. The project technician will be tasked with overseeing groups of multiple contractors for smaller scale civil and mechanical projects related to booster station and pipeline construction and maintenance as well as being involved with overseeing a team of multiple contractors and take part in work related to pipeline maintenance programs. This position ensures that project deliverables are compliant with all applicable codes and standards, regulatory requirements, TNPI Operational Excellence Management System (OEMS), and all applicable procedures and safe work practices are followed. This position may also include some hands-on work involving company assets and dealing with hydrocarbons which includes working with the Base Business group to inspect, repair and maintain facilities as needed and when available. The Project Technician works with Field Services and Engineering, to provide feedback and information on improving processes and procedures related to project execution, commissioning and start-up work.


  • Executes and oversees all project related work at a field level
  • Ensures all company policies are being adhered to by all contractors involved in the work
  • Effectively communicates to all involved in the project work to ensure compliance and identifies issues that could impact safety, costs or schedules
  • Supports all engineering and field services mechanical projects in the field
  • Works with vendors to commission new mechanical equipment installed in the pipeline system
  • Assists the project team with creating complex lockout, system drain-down and pressure-up/start-up procedures and executes these procedures in the field
  • Oversees and takes part in pipeline maintenance projects including ILI and Purge programs
  • Coordinates and initiates third party support for project related work
  • Requires to become proficient with all TN critical procedures and work practices for all work
  • Performs Operations facility maintenance including inspection and repair of facilities, including completing critical and non-critical PM’s within pump stations
  • Provides feedback to the project team, identifies opportunity for improvement on processes and procedures related to project execution, commissioning and system start-up
  • Demonstrates visible safety leadership to inspection, identification, and response to daily operations safety issues


  • Industrial Mechanic Millwright (443A) Interprovincial Red Seal Certification or equivalent is required. Those with suitable training/apprenticeship and experience to qualify for Journeyman’s License under provincial registration may be considered depending on experience
  • 4-5 years related work experience in heavy industrial and process environments; preference will be given to those with experience in oil and gas environments such as pipeline and refinery
  • Mechanical aptitude proficiency, experience working with large motors, pumps, valves and actuators
  • Experience working with electrical equipment, lockout and de-energization
  • Project Management experience and training considered an asset, able to use experience and training at a field level to work with contractors and co-workers
  • Understanding or knowledge of relevant CSA and provincial standards and codes
  • Incident Command System (ICS) training considered an asset
  • Strong computer skills are required, must be proficient with Microsoft Office applications
  • Knowledge of IFS is considered an asset (ERP Software)
  • Strong verbal and written communication skills
  • Valid Ontario driver’s license in good standing

  • Effective organizational skills
  • Follow’s procedure without deviation, asks questions and collaborates when required
  • French language; bilingual or professional working proficiency considered an asset

  • Position is located in Lancaster, Ontario.
  • Travel is required between Montreal-East, QC to Kingston, ON. Occasionally the project technician will support the Toronto System, from Kingston, ON to Nanticoke, ON
  • Field position is exposed to outdoor temperatures and conditions

There is currently a Mechanical/Millwright position open within the Maintenance Projects and C&SU group at the Lancaster location, but an opening may also come available within the Base Business group during this posting.

If an opening becomes available in both departments during this posting, candidates may be considered for either a base business position or a project position and selected based on their knowledge and experience in each position. The base business position is very similar in job description, education and experience required.
