The Manager, Energy Efficiency Programs leads and directs the design, implementation, monitoring and evaluation of major, long-term programs and initiatives to advance energy efficiency and greenhouse gas (GHG) reduction commitments under CleanBC (Improve where we live and work); the Clean Energy Act (including British Columbia's energy objectives to take demand-side measures and conserve energy); and the Ministry’s 2018/19 – 2020/21 Service Plan (Objective 1.2: Decarbonize B.C.’s energy use). The position is responsible for the CleanBC Better Homes and Better Buildings Program portfolio, a $41 million suite of home and building retrofit incentives offered province-wide, as well the $1.8 million CleanBC Building Innovation fund. The Manager oversees a team of six responsible for the development and operations of the programs, along with contracted resources, on an as-needed basis.
Program management includes forecasting program costs; maintaining sound financial management procedures; developing, negotiating and managing agreements with government and private sector program delivery agencies; marketing the program; and providing oversight to ensure program effectiveness. The Manager is involved in extensive consultations with consumers and industry stakeholders to ensure programs meet their needs.
Working with the Director, the manager will also undertake negotiations with other levels of government to identify other funding opportunities that can leverage provincial investments in energy efficiency. The Manager leads a process of continuous improvement to ensure the program maximizes energy efficiency and GHG benefits for British Columbia. This position requires extensive knowledge of, and the application of comprehensive expertise in, energy efficiency building retrofits, program design and program management.

In order to be considered for this position, your application must clearly demonstrate how you meet the education and experience as outlined below:
A Master’s Degree in resource management, commerce, economics, business administration, public administration, engineering, or other relevant field, with at least three years of relevant experience*; OR
A bachelor's degree in resource management, commerce, economics, business administration, public administration, engineering, or other relevant field, with at least five years of relevant experience*.
- Relevant experience must include:
Incentive program or energy efficiency program design and implementation
Financial and contract management (including program administration contracts)
Experience leading, coaching and supervising a team of staff.
Preference may be given to candidates with the following:
Experience with energy efficiency program design and implementation.
