The International Recruitment Manager is responsible for creating, developing, and managing International Recruitment strategies and meeting enrollment targets for Red Deer College. This position will develop and grow RDC’s International student recruitment program including collaborating with senior leadership in determining which programs to develop or target for international enrollment. The manager will utilize experience and market intelligence to identify programs with greatest potential for success in international markets.

The International Recruitment Manager leads in student recruitment efforts, is accountable for achieving international enrollment targets, and maintains oversight of RDC International’s network of agents and recruitment partners. The Manager leads the agent recruitment process of receiving applications, formalizing Authorized Agent Agreements. and maintaining strong working relationships. The incumbent in this role has highly developed relationship and business development skills, as well as a strong sales acumen, which support the operation of RDC International as a revenue-generating department.

Reporting to the Director of International Education the International Recruitment Manager is responsible for all efforts geared toward achieving institutional international enrollment targets. The position represents the RDC International brand in both global and domestic settings, generating interest from prospective students and high-performing recruitment agents.

Job Duties

International Student Recruitment

Develops and maintains a full-scope recruitment strategy that addresses each stage of the student recruitment funnel/process (i.e.: awareness, interest, consideration, intent, action, etc.)
Manages international enrollment targets and deploys all marketing and recruitment efforts towards achieving these targets
Understands the institutional strategic enrollment management plan and aligns all international student recruitment and conversion tactics
Orchestrates institution wide discussions on which programs should be developed or targeted for international enrollment, utilizing experience and market intelligence to identify programs with greatest potential for success in international markets
Demonstrates strong personal accountability for achieving targets and actively develops mitigation tactics to ensure success
Accepts full accountability for the organization and logistics associated with participation in international recruitment events and is personally present for in-person interactions with prospective international students, agents, or recruitment partners
Demonstrates a strong understanding of RDC programs and articulates the benefits and unique features of each to prospective students
Maintains detailed knowledge of RDC’s admission policies and procedures
Represents RDC International at recruitment events including student recruitment fairs, virtual events, school visits, and any other activities with the purpose of generating interest and international student applications
Manages RDC International social media accounts, deploys social media advertising tactics (e.g. Google, Facebook, Twitter & Instagram, You Tube, Snapchat) and monitors effectiveness
Maintains a high-degree of awareness of recruitment tactics used by other post-secondary institutions and stays appraised of the evolving motivations for international students
Pursues prospective student leads, generated during recruitment events, to encourage individuals to take action toward becoming an RDC students
Manages logistics of ordering and shipping (when required) print material and promotional from both internal and external providers

Agent and Recruitment Partner Management

Develops an innovative Agent Engagement Strategy that differentiates RDC International and encourages strong recruitment efforts for RDC programs
Forges new agent and recruitment partner relationships to facilitate successful entry into new international source markets
Prepares Authorized Agent Agreements, facilitates agency signature, and deploys the agent onboarding process
Guides the agent initiation process including receiving agent applications, completing agent reference checks, and offering agents Authorized Agent Agreements
Tracks key performance indicators of agent and recruitment partner performance to inform data-based decisions on contract renewal or termination (if required) Manages RDC’s network of agents and recruitment partners to maximize ability to achieve institutional enrollment targets
Maintains and develops strong working relationships with agents and recruitment partners through ongoing communication, reoccurring training, and timely responses to all inquiries
Attends conferences, meetings, and sector events (local and international) aimed at developing new mutually beneficial agent and recruitment partner relationships
Manages agent-related content on the RDC website, including ongoing coordination with individual Schools and Departments to ensure accuracy of information
Acts as the point of contact for all internal departments which intersect with the initiation, tracking, or payment of agents including Risk Management (Finance), the Office of the Registrar, and Accounts Receivable, and Accounts Payable
Utilizes insights and subject matter expertise to continually monitor and make necessary improvements to the agent management process and all related forms to maximize efficiency and effectiveness

“RDC International” Brand Management

Develops and deploys strategies to manage internal and external perception of the institutional international strategy
Facilitates the ongoing development and renewal of a brand strategy that highlights institutional attributes to attract and engage prospective international students
Develops in-depth connections with various college departments/functions to ensure alignment and support of the RDC International brand strategy
Builds support and accountability across the institution to accept and endorse the RDC International brand strategy
Understands the unique profile of international students (as compared to domestic) and aligns brand strategy accordingly
Manages the online presence of the RDC International brand ensuring accurate, relevant, and appropriate content is created and maintained on the RDC international webpages and social media accounts
Works closely with various members of the Marketing & Communications Team, including Marketing Strategists, Graphic Designers, and Video Specialists to create digital and print marketing materials to aid in international student recruitment
Researches emerging media, new trends, and best practices to ensure that the RDC International brand connects most effectively with prospective international students

Financial and Operational Planning

Manages and monitors student recruitment costs to align with overall expenditure and revenue target
Coordinates annual recruitment aspects of the budget and operational planning, to align with departmental and institutional priorities
Exercises due diligence and careful planning to ensure that all spending on recruitment efforts, including travel, participation in recruitment fairs, creation of marketing collateral, etc., have an appropriate return on investment
Required Qualifications

Education

A Bachelor’s Degree from a recognized educational institution in a relevant field such as Business Administration, or Marketing

Experience

A minimum of 5-years related experience in a relationship management or recruitment focused role
A minimum of 2 years related experience in the post-secondary education sector, preferably related to international education
Understanding of the international education sector, including awareness of student motivations, recruitment best practices, and emerging trends
Understanding of immigration policies, issues, and services in the context education and settlement services
Or equivalent combination of education, training and experience

Skills and Abilities

Demonstrated experience in recruitment, retention, performance management, and discipline and discharge where necessary
Demonstrated supervisory experience
Excellent administrative, planning and organizational skills
Ability to flourish with minimal guidance, be proactive, and handle uncertainty
Ability to build business relationships based in trust and respect
Proven ability to plan strategically, initiate action, and achieve desired outcomes
Strong sales and business development skills and a commitment to innovation
Ability to travel locally, nationally and internationally for extended periods of time
Strong IT fluency and high proficiency levels in the Microsoft Office Suite and commonly used virtual communication tools such as Zoom
Demonstrated ability to achieve priority objectives within an environment of changing demands, requirements, and opportunities
Excellent interpersonal skills with the ability to work collaboratively with a wide range of internal and external communities and stakeholders including a multi-cultural, diverse and often multi-barriered student population
Excellent oral, written, and presentation communication skills

For 56 years, Red Deer College (RDC) has proudly served its learners and communities. In 2018, RDC received approval to become a university, offering its own degrees. The College continues to grow programs across a breadth of credentials as it transitions to become a comprehensive regional teaching university during the next three to five years. Once this transition is complete, RDC will officially be known as Red Deer University. RDC offers more than 100 programs (including degrees, certificates, diplomas and skilled trades programs).
