The Supervisor, Procurement & Contracts plays a vital role in establishing and executing an effective framework to deliver maximum operational and financial performance while mitigating risks in alignment with the Corporate and Departmental strategic goals, outcomes and associated frameworks.

Working in an integrated business model, and reporting to the General Supervisor, Strategic Planning and Process Integration, the Supervisor, Contracts & Procurement is responsible for:
Responsible for identifying, prioritizing and executing Corporate, Departmental and Branch strategic initiatives as well as establishing and sustaining an effective Procurement and Contracts governance model
Drive strategic initiatives and procurement strategy for the branch, category management, reducing PO's, supply base enhancement and related continuous improvement
Contribute to and determine design, implementation and continuous improvement of Branch processes and practices, including internal training, related to procurement and contract management
Accountable for the establishment, implementation and maintenance of an efficient and effective supply chain base through the selection, qualification and ongoing management of suppliers
Responsible to manage the PCM portfolio for Branch consisting of approximately 74 contracts valued at over $200M
Responsible to provide a leadership role to all clients in the planning, facilitating, developing, recommendation, clarification and evaluation of RFI’s, RFP’s, RFQ’s and other proposal requests
Ensure that effective performance measurement is established, monitored, and that timely corrective actions are taken to ensure the efficient delivery of support and services
Develop and implement staff performance, manage staff issues and disciplinary actions
Manage contract changes while maintaining accurate supporting documentation/contract change logs
Monitor and manage the overall risk to the City's reputation as well as risk to the programs and services
Build strong relationships across the Branch, Department and other areas of the City to ensure alignment and support an integrated business model
Lead, establish and exemplify the desired culture throughout the work group, that supports the Corporate, Department and Branch’s vision, mission and cultural commitments
Engage, inspire and support staff in developing action plans to enhance communication, solving problems, being creative, promoting integration and supporting excellent outcomes
Develop and maintain PCM related dashboards and/or reports to ensure portfolio visibility/performance at all levels of the Branch
Establish reports for different levels of leadership: Branch Manager, Sectional Directors, General Supervisors, Operational Contract Managers and other stakeholders with relevant and appropriate information

Qualifications :
Bachelor’s Degree or Diploma in Business Administration, Law, Finance, Public Administration or a related discipline
Minimum of 7 years of directly related working experience is required including 3 years experience around procurement, contract, and supplier management in a large-complex organization
Certification or coursework/training in procurement and contract management such as Supply Chain Management Professional (SCMP) from Supply Chain Management Association (SCMA) or Certified Public Procurement Officer (CPPO) from Universal Public Procurement Certification Council (UPPCC) or Certified Supply Chain Professional (CSCP) is considered an asset
Certification or coursework/training in financial management, public administration, change management, project management, other leadership training, or other similar coursework/training is considered an asset
Demonstrated experience in procurement, contract management, and supplier management and related law
Expertise in regulations, and national and international trade agreements which have procurement and contract management obligations
Public procurement, contract, commercial and supplier management experience
Working knowledge of records management principles and practices
Ability to accurately interpret contract documents to determine business and legal implications
Exercise sound judgement and persuasion in order to manage competing priorities and to enforce compliance with directives, policies and procedures
Ability to use contract management tools, dashboards, spreadsheets with demonstrated ability in G-Suite, MS Office applications, SAP ECC, SAP Ariba & Tableau
Ability to understand and analyze complex contractual information and create appropriate updates, reports, and briefings for audiences within the City at all levels
Strong verbal communication and interpersonal skills, with an ability to interact well with a diverse group of leaders, colleagues, staff and citizens
Strong understanding of contract language, contract law, and contract structure
Experience with dispute resolution processes including negotiation, mediation, and arbitration
Demonstrated ability and willingness to develop strong relationships and work in a collaborative, integrated manner
Experience managing and working with external contractors
Valid class 5 drivers license (or provincial equivalent). Must obtain business auto insurance for personal vehicle use on City business
Hire is dependent upon a Police Information Check satisfactory to the City of Edmonton
