You will be a part of the Facility Infrastructure Delivery team that is responsible for the delivery of renovation, rehabilitation, renewal, relocation and/or new construction for civic buildings and facilities (fire stations, recreation facilities, transit garages, City of Edmonton attractions, police facilities, libraries, river valley facilities, waste facilities and various other city owned facilities).

With a focus on client satisfaction, the Program Manager position will provide supervision, leadership, guidance and oversight to a team of Project Managers and Project Coordinators to ensure that sound project management skills are used during project delivery. The Program Manager will be instrumental in delivering a program of projects on time, on budget and within scope.Other key job responsibilities include monitoring and managing overall risk to the program/projects, ensuring the use of project management systems and best practices to deliver projects efficiently and effectively while managing and communicating with a wide range of audiences and stakeholders.

Working in an integrated business model, the Program Manager is accountable for:

Program Management:
Plans, budgets, aligns and assigns the projects in a way that maximizes the skills and internal resources available to support a series of projects
Develop and implement unit processes and track performance measures to ensure successful delivery of projects
Adhere to the Project Management methodology, policies, processes and core requirements, guiding the expectations for Project Manager knowledge excellence
Management of program budgets and outcomes; ensures prudent and effective use of financial resources in the delivery of programs/projects
Provide support the pursuit of appropriate funding sources and approvals
Manage, track and report program progress to ensure the program is on budget, on schedule, and within the defined scope and quality
Coordinate business partner, stakeholder and project team requirements for successful project delivery
Create, leverage and maintain strategic relationships necessary to advance the goals and objectives of programs/projects, including those within 11S and with citizens, Council, business and industry partners
Monitor and manage risk associated with the program Supports Project Managers in resolution of issues and continued advancement of the program goals and objectives and appropriate escalation when required

Leadership:
Supervise, lead and manage a group of Project Managers and Project Coordinators in a way that maximizes the skills and internal resources available to support a series of projects within a program and meet client needs and expectations
Lead multi-disciplinary teams consisting of consultants, contractors, business partners and stakeholders
Develop and implement staff performance development and management plans Manage staff issues and disciplinary actions and processes
Acts as an agent of change and fosters an open environment of continuous input and feedback from staff
Mentor and coach staff in a manner that fosters a culture of growth, development and continuous improvement

Project Management:
Accountable and responsible for the successful delivery of facility/building projects through the design, tender, construction and post construction phases
Lead the project team to accomplish the project goals, objectives and planned deliverables to fulfill the requirements of the Strategy and Operate Business Partners and Project Sponsors
Review and coordinate development of feasibility studies, master plans, functional programs and design reports, drawings and specifications, as well as operation and maintenance reports and manuals
Manage, monitor and report project milestones through detailed plans and schedules, ensuring the project is on budget, on schedule, and within the defined scope and quality
Lead the development and documentation of project lessons learned and risk management

Public and Stakeholder Management:
Develop and steward relationships that support the success of the projects
Develop and implement robust public/stakeholder engagement processes and activities
Develop and implement communication plans
Chair and/or participate in liaison and steering committee meetings, site meetings and other project related meetings

Organizational Alignment:
Support the alignment of processes, competencies, leadership and culture to the strategy of the Section and Unit
Translate strategy into operational processes, approaches, and competencies
Contribute to the design, implementation, and continuous improvement of project management processes and practices
Ensure compliance with all applicable policies, directives, guidelines and processes; ensure all procedures are complete and required approvals of program/project deliverables are obtained
Related duties as required
Qualifications
:
Completion of a 4 year degree in a related field such as Engineering, Construction, Architecture, or Project Management and a minimum of 8 years progressively responsible team and program/project management experience for infrastructure design and construction of buildings/facilities - OR -
Completion of a 2 year diploma in a related field such as Engineering, Construction, Architecture, or Project Management and a minimum of 10 years progressively responsible team and program/project management experience for infrastructure design and construction of buildings/facilities
Experience leading project management of multiple, concurrent facility/buildings projects is required
Comprehensive understanding of design and construction processes related to architectural, civil, structural, mechanical,electrical, and landscaping disciplines
Strong program/project management skills including an understanding of project management methods and techniques (PMBOK best practices)
Demonstrated experience leading Project Managers and multi-disciplinary teams, including Consultants and Contractors, in the delivery of projects
Proven management, supervisory and leadership skills; demonstration of financial and human resources management experience with a demonstrated ability to lead, direct and motivate staff
Strong contract management skills including procurement process, construction administration, claims management and performance evaluations
Proven planning, organizational and problem solving skills
Experience developing and implementing communications and public engagement plans
Strong conflict resolution and negotiation skills with experience in solving complex and sensitive issues
Strong verbal and written communication skills, including facilitation, report writing and presenting
Demonstrated ability and willingness to develop strong, strategic, relationships and deliver work in a collaborative, integrated manner while working with multiple internal and external stakeholders
Ability and willingness to delegate and empower others
Working knowledge of relevant codes, legislation, regulations, policies and procedures (OH&S, Environmental, Builders Lien Act, etc.)
Valid Alberta Class 5 driver’s licence (or provincial equivalent). Must obtain business auto insurance for personal use on City business
Hire is dependant upon a basic Police Information Check satisfactory to the City of Edmonton
