Reporting to the Manager of Sustainability in the Sustainability Office, the Climate and Energy Manager’s main objective is to lead, guide, and support initiatives that transition Surrey towards a resilient, low-carbon future, with a primary focus on mitigation. The position regularly collaborates with other departments on plans and strategies, program development and support, and action implementation.


The Sustainability Office is looking for someone who can play a key role on high priority projects related to the City’s response to Surrey’s Climate Emergency Declaration of November 4, 2019. Although the project portfolio may vary depending on the successful incumbent, the two most important projects for this position are as follows:

Community Climate Action Strategy (CCAS): The CCAS will form the foundation of Surrey’s climate action, providing strategic direction for other plans and strategies, establishing a low-carbon resilience lens to integrate mitigation and adaptation efforts, and guiding the embedding of actions into City functions. The successful candidate will be responsible for leading the technical work and project management for the CCAS update in collaboration with the Manager of Sustainability (leading the overall process) and the Sustainability Planner (leading engagement, communications, and adaptation).

Transportation Strategic Plan (TSP): This planning project will result in the development of an inclusive, visionary and sustainable Transportation Strategic Plan that sets a long-range vision that is based on a set of community-driven principles and objectives. The Climate Crisis is one of TSP’s five Pillars, with the Sustainability Office as a key collaborator and support throughout the process, seeking to embed key climate actions and considerations in the Plan and its subsequent implementation and governance. The successful candidate will be responsible for leading and managing this work for the Sustainability Office, including technical research, analysis, and strategizing to enable GHG reductions, and collaborating with the Manager of Sustainability (CCAS alignment) and the Sustainability Planner (engagement, communications, and adaptation).

Additional responsibilities include:
Managing two staff members — Community and Corporate Climate & Energy Specialists.
Supporting Surrey’s Electric Vehicle Strategy.
Supporting the Building Energy and Emissions Benchmarking project in collaboration with Metro Vancouver.
Participating in the Building Benchmark BC program.
Leading the Local Energy Access Programs project to integrate equity considerations in climate and energy efforts.
Supporting Low Carbon Energy System path for Part 9 buildings.
Supporting the update to the Corporate Emissions Action Plan.
Overseeing development and management of a new annual process involving renewable natural gas allocations, Low Carbon Fuel Standard credits, and GHG offset acquisitions.
Supporting tracking and reporting of community and corporate energy and GHG emissions for inventories and reporting.
As needed, leading efforts related to the City’s policy and approach to BC Energy Step Code.
As needed, supporting Building Energy Specialist with Step Code implementation.

Holds a Master’s designation in climate, energy, public policy, resource and environmental management, planning, engineering, science, economics, public administration, building science, or a related field (candidates who hold a Bachelor’s Degree in a relevant field and have exemplary relevant experience may be considered)

Has a minimum of 5-7 years of progressive experience leading or doing climate action planning, strategizing, and implementation

Demonstrates substantive knowledge in the fields of climate change mitigation, energy system transformation, and related planning and policy

The following will be considered as assets:
Experience leading or doing transportation-focused GHG reduction planning and strategizing
Experience leading or doing community GHG emissions reduction modelling and related quantitative analyses
Experience working in or navigating local government organizations and decision-making processes
Experience with change management and/or collaborating with teams of colleagues to embed climate action within municipal or other organizational plans and operations
Exceptional communication skills, both oral and in written
Able to establish and maintain effective working relationships with all stakeholders
Able to demonstrate that they are a collaborative self-starter practiced in time management, able to work in a fast-paced environment, and can manage multiple simultaneous projects and other initiatives
