An exciting opportunity to shape capital projects with Alberta Health awaits! As the Senior Manager, Capital Planning, you will lead capital plans, projects, and initiatives in partnerships with other stakeholders while supporting the long-term capital planning and health system and facility programming processes for the province of Alberta.
In this role, you report to the Executive Director of Health Facilities Planning. You work directly in close partnership with Alberta Health Services, the Ministry of Infrastructure, Treasury Board and Finance, and other stakeholders to support the development of capital submission. Using your knowledge of health service planning and clinical operations, you perform complex reviews and evaluations of a wide variety of reports, capital plans, capital submissions, legal agreements, and proposals, including alternate financing and capital delivery options. You provide recommendations and documentation based upon the review of these documents while exploring the impacts of proposed projects/initiatives.
Using your project management skills, you help to define the project scope, budget, schedule, and in partnership with key stakeholders, oversee project implementation. Building off your expertise in systems thinking, you define project parameters while understanding and accounting for complementary health programming and a holistic service delivery model for capital projects. Your expertise supports successful project outcomes as future needs and impacts are understood and addressed in the project.
To ensure projects/initiatives meet the diverse needs of stakeholders, you leverage your ability to build collaborative environments and develop networks to balance various needs and support a collaborative approach to resolving issues that arise through the project review process. To support a culture of agility, you facilitate change management by supporting innovative and new ways to approach health service delivery within the province of Alberta. To support new health delivery models, you employ creative problem solving by exploring new trends/technologies in the industry and developing a culture of innovation and thinking beyond of current-day practice.
As the Senior Manager, Capital Planning, your success depends heavily on your strong communication and relationship building skills. You lead critical initiatives for the province, working with and influencing diverse stakeholders, and provide key information to executive management. You co-chair and sit on several committees and cross-ministry or cross-government groups. Your knowledge helps to inform the development of corporate policy decisions and direction while delivering recommendations and action plans for health capital policies and procedures.
Your role also supports in issue resolution outside of the capital planning process. You are responsible for preparing and overseeing correspondence and briefings in response to a wide variety of capital inquiries. Inquiries can come from the public, MLA's, Ministers, or other internal partners. You may also be required to attend meetings with the Minister.
To compliment your diverse skills, you are also an experienced supervisor and manager. Your direct reports provide support to perform capital planning functions and to represent Alberta Health on the planning and implementation of projects. You are an experience manager and people leader, with experience in all areas of people management, including recruiting and developing staff.
University graduation is required in:
- Health administration, professional, or related,
- Public administration or related,
- Business or related,
- Architecture, engineering or related, or
- Other field related to the position
At least six (6) years progressively responsible experience is required and includes experience:
- at the senior management level;
- supervising and leading staff
- project management
- in preparing written reports, briefings, and correspondence; and
- in at least 2 of the following areas:
o health practitioner/professional experience,
o hospital operations/administration,
o health facility equipment or building design,
o health facility contracting or construction,
o health policy development, and/or
o capital planning
Preference will be given to candidates with demonstrated experience in directly related work.

- experience with both health regions/authorities and government
- Project Management Professional (PMP) Certificate
- Professional designation corresponding with education (eg. P. Eng, or Register Nurse)
- Diploma in a related field and 8 years of related experience;
- Masters in a related field and 4 years of related experience

- 36.25 hours per week (full time)
Temporary position - this position is anticipated to be 12 months in duration.
