Halifax Regional Municipality is inviting applications for the permanent position of Traffic Signal Analyst in Transportation and Public Works. Reporting to the Traffic Signal and Street Lighting Supervisor, the Traffic Signal Analyst is responsible for the day-to-day operation of the Municipality's traffic signal system. The Traffic Signal Analyst primary role includes, but is not limited to, the monitoring and expansion of the signal network, the programming of all traffic signal controllers, detection and communications equipment; and assisting the supervisor with the day to day correspondence with the Public.

Programs and reviews the signal timings and assists the maintenance technicians in the day to day operation of the traffic signals;
Reviews design drawings and provides input into new traffic signal installations and traffic signal upgrade/rehab projects;
Operates and observes the centralized traffic signal control system and assists in its design and support;
Assists the supervisor in assessing requests for changes to traffic signal configurations;
Completes technical analyses in order to provide recommendations for existing and future traffic signal control and layout;
Ensures the safety and efficient operation of signalized intersections, signal corridors, and vehicle detection systems and initiates corrective action when required;
Program, install, troubleshoot and repair all types of traffic signal controllers;
Program, troubleshoot and repair all types of vehicle detection systems;
Program, commission, connect and maintain various types of data communication systems including radio, landline and cellular;
Set up, test and maintain various types of signal pre-emption equipment including IR and GPS systems;
Answers public inquiries concerning traffic signal matters, investigates complaints/suggestions and recommends action to be taken;
Confers with other departments, other levels of government, consultants, and private industry on signalization matters;
Liaise and consult with manufacturers related to traffic controllers, detection equipment, communication equipment and software;
Maintains care of traffic signal system, component programs and operational records;
Assists the supervisor in the preparation of letters related to signal timings for legal and insurance inquiries;
Maintains safe and clean work environment by complying with all procedures, rules and regulations;
Performs other related duties as assigned.


Education and Experience:
Diploma in Engineering Technology, with emphasis on traffic analysis, or equivalent training;
Two years' experience in the field of traffic engineering, traffic signalization, computer programming, or in the design and/or operation of electronic systems;
IMSA Level II Traffic Signal certification or the ability to obtain.

Technical / Job Specific Knowledge and Abilities:
Familiar with Windows based computer systems;
Proficiency with Excel, Outlook, MS Word, Adobe and Firefox;
Familiarity with numerous software programs used for programming and diagnostics of traffic signal controllers, detection systems and communication systems;
Knowledge of traffic engineering fundamentals as well as ITE and IMSA traffic signal standards/guidelines;
Working knowledge of data communication and traffic signal cabinet systems;
Proficiency in programming, installing and diagnosing various types of traffic signal controllers;
Proficiency in the setup, programming, troubleshooting and repair of various vehicle detection systems;
Computer systems/software related to traffic signals engineering, in particular Synchro SimTraffic.
Able to work with initiative and with limited supervision;
Good oral and written communications skills;
A valid Nova Scotia Driver's License and be prepared to use personal vehicle in accordance with the local travel allowance policy;
Certification in Temporary Workplace Signage, Traffic Control Person and First Aid considered an asset.

SALARY: NSUPE 13, Level 7; $31.79 per hour
