Plan, direct, lead and manage the activities of the IT Portfolio & Planning Management Branch, through team’s which include Planning & Portfolio Management, Workforce Management, Value Management and IT Operational Finance. This role is responsible for ensuring the enablement of planning related activities with a view to optimization of resources as it spans across our people, tools and technology for the entire ITC cluster, including integration with WSIB business, support and governance.

Direct the overall planning, development, delivery and evaluation of programs, products and services of the branch through a team.

Provide expert advice, consultation and strategic direction to on a broad range of initiatives.

Develop and maintain communication linkages and relationships internally with all levels of WSIB (including but not limited to PMO, Procurement, Finance, Internal Audit, Legal Services, Human Resources) and externally as required.

Major Responsibilities:
Plan, direct and control the day-to-day operation and administration of the branch through a team(s) responsible for the delivery of programs, products and services. This includes:

Leading and developing employee teams within legislative and policy requirements; ensuring employees are provided appropriate performance objectives and development programs
Providing guidance and ongoing coaching and feedback to direct reports
Managing financial and physical resources including developing and forecasting annual operating and capital budgets; monitoring and reporting on variances based on projections; and evaluating overall program expenditures
Contribute to the building and maintaining of a staffing model that can support the requirements of a best-in-class organization. Select, train, develop, organize and motivate a highly qualified and effective team, capable of providing optimum staff support for the enterprise. The development includes technical abilities as well as leadership and interpersonal skills.

Plan and develop short and long term branch and ITC Cluster annual and strategic business plans to support WSIB and divisional strategic goals and objectives and respond to changing business initiatives or organizational strategies. As a member of the management team, collaborate with peers and Executive Director to identify, recommend and develop divisional strategy, goals and objectives in support of corporate strategies, goals and objectives.

Leading and coordinating cross functional planning activities through IT and corporate initiatives aligned with financial and program governance. Enabling the prioritization of initiatives, identification of Risks and alignment to the Architecture roadmap.
Track and analyze IT investments with the business programs they empower or drive, thus aligning IT with business strategy. Create transparency on project, program and portfolio activities through regular dashboard reporting and governance for decision making purposes.
Support the development of a ITC Workforce Strategy to identify future skill set needs to promote and develop an engaged IT workforce with the appropriate mix of enterprise knowledge, technical skills and competencies that balance between growing the agility required to achieve digital business objectives and ensuring the core IT functions are reliable, stable and efficient.

Demonstrate the value of IT by showing organizational benefits and alignment to corporate strategies. Drive efficiencies through financial analysis and management.

Collaborates with team and strategic partners to offer excellence in operational and strategic financial management to support the achievement of ITC objectives.

Ensure cost-effective delivery of IT services to meet objectives, and respond with agility to changing priorities.

Foster a business-oriented culture and mindset driven by continual service improvement techniques, and support continuous improvement programs and processes to achieve and improve upon desired outcomes.

Lead the identification and implementation of continuous improvement opportunities and solutions to enhance the business, including the analysis of data to drive improve the performance of ITC.
Leverage influencing and negotiation skills across IT and the enterprise to enable cost-effective and innovative shared solutions in achievement of business goals.

Develop and maintain communication linkages and relationships internally with (including but not limited to PMO, Procurement, Finance, Internal Audit, HR) all levels of WSIB management and externally with Technology and Services suppliers, as required to identify ongoing and changing needs, and to ensure programs, services and work processes are aligned with business requirements to maintain a high level of customer service and support.

Consult and collaborate with Architecture, Client Engagement & Service Delivery leaders and Business leaders to assess and enabling against plan and ensuring alignment to IT Strategy business plan current and future information and technology requirements
Work with business colleagues to continually optimize IT portfolio governance and decision-making processes as the business context and technology landscape change
Serve on IT planning and policy-making committees; engage in the development of governance processes and performance metrics to ensure IT Planning & Performance delivers value to the enterprise. Work groups around planning and representing IT

Act as technical resource, providing strategic direction, advice and guidance to senior management. Participate as a team member and management member at various management meetings to discuss, identify, recommend changes that will improve services, provide input and expertise on issues of mutual concern, and exchange information.

Perform other related duties and responsibilities as assigned or required

Job Requirements:
1) Education requirements:
Post-secondary education in a technology related field
Graduate degree in a business or technology related field preferred
PMP, Agile certification \ Agile Certified Practitioner, etc., ITIL certification preferred

2) Experience:
8-12 years (12-15 preferred) with 5 years (8 preferred) of IT leadership experience.
