This position is responsible for the research and development of Labour Relations (LR) and Compensation programs and initiatives that are based on comprehensive data-driven recommendations. The Employee Relations Consultant manages Employee Relations and Compensation Branch projects from concept development through to delivery. This position will also research and maintain LR data and trends and conduct in-depth analyses and evaluations to formulate strategies and improvement initiatives, project plans, reports and recommendations.

Reporting to the Branch Manager, Employee Relations and Compensation, this role is accountable to:

Labour Relations Programs & Initiatives Development
Conduct environmental scans on labour relations practices and precedents, review legislative changes, evaluate LR programs and develop/present recommendations for implications to the LR programs at the City of Edmonton
Apply a strong working knowledge of employment contracts, collective agreements, policies and procedures and federal and provincial legislation
Develop standardized processes and standards for LR practices such as discipline, grievance administration, attendance management, etc.
Review economic and market salary data and build rationale for bargaining
Conduct jurisdictional bargaining analysis and provide recommendations for strategy development
Review collective agreements and conduct analysis to find similarities, inconsistencies, efficiencies, etc.
Ensure full compliance of the LR section with data privacy guidelines and legislated requirements

Project Management
Lead project management activities through activities like project charter development, work plan development, planning and tracking and coordination
Evaluate options and provide recommendations on project deliverables
Provide regular project updates and reports to relevant working committees, project sponsors and stakeholders
Facilitate meetings and working sessions
Through all activities, support the governance structure established for the project and the responsibilities and authorities designated within

Research & Analysis
Compile information and data to conduct trend analysis, identify patterns, hot spots, etc. to inform decision making
Present information in a meaningful format for consideration of management / leadership teams
Support data needs of labour relations (costing, measures, non monetary analysis, salary analysis, etc.)
Provide comprehensive research and data/analysis for Executive Leadership Team and Council reports
Develop ad hoc reports and/or metrics for various business areas; meet with management and/or clients with recommendations
Analyze City data for trends in key issue areas
Complete research on topics that come from various bargaining tables
Collect and maintain internal and external comparator information
Provide analysis and recommendations for the development of bargaining strategies
Qualifications
:
University Degree in Business Administration with a major in Human Resource Management, or a related degree
Minimum of 5 years of diversified and progressive HR professional experience, including program/policy development and significant experience with research, data analysis and Labour Relations
Previous experience in Labour Relations and Compensation is preferred
Demonstrated skills in data analysis, trend identification and research
Strong written skills and report writing experience
Strong interpersonal and written/verbal communication skills
Proficiency and experience in computer systems, including Google Applications and HRIS are essential

Salary: $72,249.00 - $103,208.00 (Annually)
