The BC Coroners Service conducts investigations of unnatural, sudden, and unexpected deaths in the province, ensuring that the relevant facts are made a matter of public record, identifying and advancing recommendations aimed at prevention of death in similar circumstances, reporting on issues affecting public health and safety, and reviewing all children’s deaths.

Coroners in British Columbia come from a variety of different backgrounds and bring a wealth of investigational experience to the table; but often in areas that lie outside of the forensic sciences. For that reason, the Coroners Service is heavily reliant on external experts to provide the specialized professional services that will serve to inform the coroner that will in turn support the identification of the deceased as well as ensure a robust, high-quality investigation into the cause and manner of death. These include toxicology testing (the analysis of bodily fluids for the presence and quantity of alcohol, drugs and other toxins), DNA, odonatological analysis, isotopic analysis, or other post-mortem diagnostic testing.

In addition to contracts in the forensic science realm, there are approximately 40 multi-year contracts in place for the provision of body handling (body recovery, conveyance and storage); often these are funeral homes or dedicated body transport firms. These contractors transport the body to a local hospital or other site while the coroner conducts the early fact-finding component of the investigation. Some of these contracts can be of a high-dollar value (in excess of $5M) and all have an impact on service delivery to the public and internally to the Coroners Service.

This position will manage the ministry procurement life-cycle for complex procurement practices that are considered high profile, high risk, high dollar value and politically sensitive.

The ideal candidate will bring or quickly come to have a fulsome understanding of government and ministry procurement policy and take ownership of the all various contracts and manage them throughout their life-cycles. Fundamentally, the procurement/contract specialist will come recognize the needs of the Coroners Service and use his/her expertise to find the optimal solution to satisfy the need. One eye dedicated to seeing the forest, and the other eye for seeing the trees.

Job Requirements:
In order to be considered for this position, your application must clearly demonstrate how you meet the education and experience as outlined below:

Degree, diploma, designation or equivalent in related field (i.e. procurement and contract management learning and development, risk management or law).
Experience in the full procurement life cycle.
Experience analyzing complex issues, evaluating options and recommending solutions.
