Background

The Department of Environment and Local Government (ELG) is responsible for providing integrated stewardship through planning and management of land use, zoning development and waste management issues, ensuring effective enforcement of, and compliance with, environmental legislation and regulation and for overseeing debt acquisition and management for municipalities, rural communities, regional municipalities, sewerage commissions and regional service commissions. The Department is also responsible for budgeting and general financial management for local service districts and rural communities, as well as calculation of Community Funding and Equalization Grants, among other financial responsibilities.

Project #1: Environmental Impact Assessment (EIA) application

The Environmental Assessment (EA) Section within the Department of Environment and Local Government (ELG) is responsible for administration of the Environmental Impact Assessment Regulation, NB Clean Environment Act on behalf of the Minister. Environmental Impact Assessment (EIA) is a process through which the environmental impacts potentially resulting from a proposed project are identified and assessed early in the planning process. The department is looking to implement an improved EIA system to improve EA Section accuracy, efficiency, collaboration, and interoperability; and to provide accurate statistical data. The technology solution will replace the current legacy application with the goal of meeting the following key objectives:

  • Increased ability to meet set Departmental metrics/EIA efficiency targets.
  • Electronic document control/reduction in paperwork.
  • Improved response times to Right to Information (RTI) requests (electronic document control & searchability);
  • Improved EIA participant interface/web portal; and
  • Overall improved efficiency within the EA section of ELG.

Project #2: Community Finance Information System (CFIS)

The Department has many applications providing community financial management functionality. These functions are managed by different applications yet are essentially linked together, and, in some cases, overlap, but do not necessarily interact. Data from one application may be provided to another and a central client and contacts database serves two of the most significant systems. The technology solution will replace the current legacy application(s) as well as some processes that are not currently supported by an application (i.e. spreadsheets) with the goal of meeting the following key objectives:

  • A web portal interface between ELG-CF and various entities.
  • A financial information portal with sections representing different functions or modules required (i.e. importation of data, client information management, budgeting processing, etc.).
  • The automation of the manual processes and an upgrade to the automated processes (i.e. older systems such as MDDP) that provide payments to local governments.
  • Improved reporting abilities; and
  • Overall improved efficiency within the Community Funding section of ELG.

Services Sought

The purpose of this Statement of Work is to obtain the services of a Senior IT Project Manager to work with ELG business and SNB technical teams to support the initiation, planning, execution, monitoring and controlling of the two outlined ELG projects. Duties include, but are not limited to, leading the initiation and planning, reviewing, analyzing and clarifying project scope, integrating project information into project management plans, performing activities to produce project deliverables, defining and employing tools required to measure, monitor and manage the timely completion of the project.

The Language of Work is English.

Mandatory Requirements

Required Experience/Education

The proposed resource must meet or exceed the following education and certification requirements:

- University Degree or equivalent experience - YES/NO

Eight years of Information Technology Project Management Experience. Bidders must provide sufficient detail to allow evaluators to understand work experience, role, duties and duration

Requirements

Experience working as a Senior IT Project Manager working in IT system development and support. Eight plus (8 +) Years

Experience working with and leading cross-functional business and technical teams that include a mix of in-house and external resources and stakeholders. Five plus (5 +) Years

Cross functional business and technical and external stakeholder teamwork experience - amount, duration and scope. Experience working in or for the public sector in Canada. Five plus (5 +) Years

Experience in change management activities - developing a plan outlining how the project organizational change will be managed. Five plus (5 +) Years

Experience in cost estimating, resource planning, and project time management skills.

Five plus (5 +) Years

Demonstrate the application of the following skill sets – decision making and understanding of project management concepts. Demonstrate examples of skills sets being applied in previous work situations.

Demonstrate knowledge of IT system concepts and how they impact business processes.

Demonstrate capabilities using examples from previous work.

PMI, PRINCE2 or other industry-recognized project management accreditation would be considered an asset. Provide details on relevant qualifications

Demonstrate level of familiarity with Microsoft Office 2010 (PowerPoint, Visio, Word, Excel and SharePoint 2010).

Experience required in all MS applications with a minimum of 2 years of experience in the majority of Microsoft products listed.

Language capability is English (written and verbal)

Reporting Structure

The successful candidate will report to SNB Project Management Services and will work directly with a combined ELG and SNB project team on a day-to-day basis to complete the project.

Duration/Effort

The successful candidate will be required on a full-time basis for a period of six months (estimated 120 person days), with one optional six-month renewal period. This engagement is anticipated to commence on July 29, 2019. A schedule will be established following resource assignment.

Service New Brunswick reserves the right to truncate the engagement as needed.

SNB may extend the engagement, monetarily, by 25% or 6 months, whichever is reached first, if it deems necessary.

Work Location and Travel

The successful candidate is required onsite for the duration of the engagement at Marysville Place, Fredericton, NB. SNB will provide office space with access to pertinent information and resources for the duration of the engagement.

Travel outside the city of Fredericton is not expected. If the candidate is based outside the Fredericton region, it is the vendor’s responsibility to pay for the employee’s travel to and from their place of business (or home) and the Fredericton area. Additionally, the vendor will not charge SNB for employee travel time or expenses.

Deliverables

The successful candidate must deliver the following in order to successfully complete the engagement and must adhere to the SNB Project Delivery Framework (access to framework information and templates will be provided):

  • Project initiation activities (i.e. Project Initiation Document, scope, team setup, Kick Off, etc.)
  • Detailed planning activities for each phase (i.e. development activities, schedule, etc.)
  • Project delivery and management for each phase (i.e. resources, risk, issue, change management, etc.)
  • Project monitoring and controlling activities (i.e. status reports, change requests, risk & issue management, etc.)
  • Project closure activities (business acceptance of solution, close out of logs and documents, project close report)

These deliverables are expected for each of the two projects being undertaken (EIA and CFIS).
