Our client is looking for one (1) or more Senior Business Analysts to work in the IT Project Management resource pool.

The position will be located in Regina, Saskatchewan, Canada. The intended start date for the role is November 1, 2019.

The projects that these resources will participate in include: changes to business systems, processes and programs; information technology (IT) and infrastructure; and financial and human resources, all of which impact branches across the ministry, sector partners and the wider community

The resource will be required to produce the deliverables required for the projects assigned, in the timelines set out by the Project Manager, Team Lead or Director. These deliverables will vary depending on the project phase, budget and schedule.

Duties of the Resource will include, but are not necessarily limited to:

  • Applies a business analysis framework for
  • Document Business Process Models (As-Is and To-Be).
  • Document Use Cases based on Business Process
  • Effectively analyze information, problems, situations, practices or
  • Elicit, document, manage and communicate functional and non-functional requirements throughout the project
  • Analyze business requirements and translate into business
  • Define and scope the business problem or opportunity and identify solution and / or alternative
  • Verify that the solution meets the requirements and quantify the benefits and costs of each
  • Identify any risks, issues and assumptions with the solution and contribute to an effective control and risk management
  • Work closely with technical teams (Architecture, Application and System Development and Design, Network, Security, Operations) to ensure their translation of requirements to solutions meet the needs of the users and integrates into the overall GoS
  • Act as a liaison between technical teams and Subject Matter Experts (SME’s),
  • Researches, develops, and recommends the implementation of new approaches and technological solutions for data and integration
  • Create and document feasibility studies, business cases, technical assessments, RFP / RFI requirements, project charters, user manuals, system manuals, policies, processes and procedures,
  • Create and manage a robust plan for testing that ensures the end product supports business
  • Create, coordinate and execute test scripts, utilizing formal testing methodologies to verify that system and business applications meet specific
  • Lead the business SMEs through the process of User Acceptance Testing (UAT) to ensure business requirements are sufficiently identified, traced and functional in the finished
  • Provides quality assurance in relation to the accuracy and integrity of the information provided in the
  • Facilitate meetings and workshops with internal and external
  • Prepare and deliver presentations to internal and external
  • Applies change management principles and methodologies in preparing organizational change management plans, strategies and communications to support the adoption of change within the Ministry
  • Lead and facilitate organizational change, as it relates to business
  • Develop training, training materials and facilitate training for both technical and non- technical
  • Assist in defining business services provided by the IT

MANDATORY REQUIREMENTS:

  • Demonstrate experience as a practicing Senior Business Analyst across a variety of sectors.
  • Demonstrate experience eliciting, developing, documenting and/or managing: requirements, business process models, use cases, and business rules throughout the lifecycle of the project.
  • Demonstrate experience in creating, planning and executing testing strategies and in leading the business SMEs through the process of User Acceptance Testing (UAT).
  • Demonstrate ability to analyze, synthesize, document and communicate technical concepts to technical and non-technical people (both written and oral) with various levels within an organization.
  • Demonstrate experience organizing and facilitating multi-stakeholder workshops, meetings and presentations with both technical and business groups.

DURATION:

The duration of the Contract will be for one (1) year with the option to extend the contract by two (2) additional one (1) year periods.
