Background

Service New Brunswick (SNB) Property Assessment Services (PAS) is responsible for performing annual valuations on all properties within New Brunswick. This is a year-round process and several applications have been built within SNB to help support this process. SNB is responsible for maintaining and enhancing these applications to support evolving business needs.

The primary system used by PAS in support of day-to-day operations is EvAN. It has several limitations that constrain its utility, including lack of geospatial capabilities. It is nearing end-of-life and discussions are ongoing regarding its eventual replacement.

However, it is also generally recognized that its replacement is years away and continued support of PAS’ operational needs is dependent on development of ‘bridging solutions’ to meet their near-term needs until an EvAN replacement is established.

One of the key capabilities lacking within EvAN involves mass updates to portions of the property dataset based on user-defined logic. As a stop-gap measure, a series of external tools based on Microsoft Access were developed over successive years. These tools utilize an export of a portion of the EvAN dataset and permit PAS to manipulate the data en masse and export it for eventual ingestion by EvAN. Continued use of these tools is problematic for many reasons:

  • Auditing of data changes is not supported.
  • Access to the data is not properly managed.
  • Versioning of data changes is not supported.
  • Supporting quality assurance processes to identify unintended changes to the dataset are lacking.
  • Transfer of data to and from EvAN is subject to ‘data collisions’ as it does not follow good practices with respect to checking out records.

Services Sought

The Technology Services (TS) Division of Service New Brunswick wishes to procure the services of a single resource capable of providing Project Management (PM) and Business Analysis (BA) services, in concert with key TS and PAS resources, to analyze and manage the move away from the external Microsoft Access tools noted in Section 1. The resource will report to a TS Manager who will provide leadership/supervision regarding overall duties and work assignments.

The analysis will verify anticipated benefits to the business and the platform upon which the replacement solution will be based. Once this has been established, the project will be defined, the team struck, and the project managed to completion by the candidate.

Along with BA responsibilities, the successful candidate will be required to perform PM duties and create standard project management deliverables according to the standard SNB PM framework.

The successful candidate will be expected to produce the deliverables described in Section 11.

Mandatory Requirements

Written and spoken competency in English

A bachelor’s degree in Computer Science or a related discipline; an equivalent combination of education and experience may be considered

A minimum of seven (7) years of relevant experience in project management, with examples provided.

A minimum of three (3) years of relevant experience in business analysis and requirements elicitation, with examples provided.

Required Experience

Strong problem-solving skills, including analyzing a current, possibly sub-optimal solution and proposing a better alternative that can be implemented within time and other system constraints.

Experience in architecture where multiple systems and domains need to be considered from an enterprise view.

3 years gained in the last 7 years

Excellent communication skills and experience presenting solutions to a group of technical and business stakeholders.

2 years gained in the last 7 years

Duration/Effort

The successful candidate will be required on a full-time basis for a period of 210 working days, between May 13, 2019 and March 31, 2020.

Work Location and Travel

Office space with current technology and access to necessary information will be provided at Brookside Place, Fredericton, NB for the duration of the engagement. The resource will have the ability to occasionally work off-site; however, time onsite will be required when providing training or hosting workshops.

Deliverables

The successful candidate must deliver the following to successfully complete the engagement:

  • PAS External Tools Replacement Business Analysis: Working with PAS subject matter experts and TS staff, the resource will conduct business analysis, including eliciting and documenting requirements, defining business workflows, and providing oversight of quality assurance of the deliverables to ensure they meet the needs of SNB. Additionally, this will require facilitation of meetings and workshops for requirements gathering, solution design, product demonstrations and reviews, documentation of reviews, project status reporting, and team meetings.
  • PAS External Tools Replacement Project Management and Reporting: Working with PAS subject matter experts and TS staff, the resource will follow the SNB Project Management and Solution Delivery Framework to initiate and coordinate the work associated with the overall analysis, design and development of the replacement solution for the external Microsoft Access-based tools. This will include creation of standard Project Management Deliverables (i.e., project initiation document and project plan, deliverables and risk register, budget, schedule, and resource plan.)
  • HR Data Consolidation Analysis – Working with subject matter experts from SNB Payroll and Benefits, SNB Technology Services, and SNB Business Development, the resource will map data stored in Meditech, HRIS and JD Edwards so that it can be easily extracted and consolidated into a common dataset of employee attributes. This common dataset will be a reliable and accessible source for timely and accurate HR reporting and analytical processes in support of management oversight and decision-making. This exercise is expected to take approximately 5-6 weeks of effort spanning several months. Once complete, it will serve as the foundation for the HR Data Consolidation Project.
  • Knowledge Transfer: Complete a thorough knowledge transfer (meetings and documentation) with SNB resources prior to the conclusion of the contract. Sign-off of successful knowledge transfer by the SNB Manager of Business Application Services (Corporate Applications) is required.

Salary: $50.00 to $75.00 /hour
