In 2016, Calgary’s City Council became the first Council in western Canada to appoint an independent Integrity Commissioner to investigate concerns involving Council members’ conduct. The Integrity Commissioner is one of only four positions reporting directly to City Council, the others being the City Manager, City Auditor and The City’s Ethics Advisor.

The Integrity Commissioner is responsible for receiving and reviewing concerns about Council members’ conduct and has the sole discretion to decide on appropriate steps to respond to such concerns. Options for the Integrity Commissioner upon receiving concerns include conducting or commissioning an investigation, referring the matter to The City’s Ethics Advisor for resolution or dismissing the concern. Where concerns are substantiated, the Integrity Commissioner makes recommendations to Council on appropriate consequences or sanctions. The Integrity Commissioner’s mandate is limited to concerns about Council members’ conduct. Concerns about City Administration or the City Auditor can be expressed through other mechanisms.

This high profile position will appeal to a person who wishes to make an important contribution to Calgarians by continuing to ensure the ethical conduct of Council members. The Integrity Commissioner must be independent of interests involving The City and available on an as required basis to respond to concerns.

Bachelor of Laws (LLB), Juris Doctor degree, or other suitable professional designation is required.
Significant experience considering ethical or legal matters, and conducting investigations or adjudication is required.
Having served as a lawyer, Judge, senior professional, legal educator, ethics educator/professional, workplace investigator, or adjudicator will be considered an asset.
Experience working within (or working with those who are in) a politically sensitive environment will be considered an asset.
The successful applicant must have an impeccable reputation in the community and not have a perceived or actual conflict of interest with The City, including, but not limited to, official dealings, employment, financial interest, or any involvement in City political campaigns and/or endorsements.
