GBM&T Compliance, Global Team, operating out of Toronto, plays a central role in the GBM&T Compliance team by contributing to strategic and tactical planning as well as day to day centralized leadership and management of many key GBM&T Compliance activities. GBM&T Compliance, Global Team creates, facilitates, coordinates and manages in areas of GBM&T Compliance activities where outcomes (policies, procedures, program deliveries, regulator interactions, executive reporting, annual planning, group infrastructure, etc.) require cross-regional input or interactions.
An important part of the Global Team are the Specialists, who act as expert resources and relationship managers between regional GBM and/or Treasury front office (1a and 1b), GBM&T Compliance functions in North America, Latin America, Europe and Asia-Pacific and with other business line compliance and control groups. They provide central SME, training, and coordination / facilitation activities for various key efforts in the areas notes below.
Working closely with the VP of GBM&T Compliance’s Global Team, representatives of GBM&T Compliance’s regional teams (Canada, the U.S., Europe, Asia), and representatives of International Banking Compliance, this role will play a central part in the development and ongoing operation of an effective, efficient and globally consistent compliance program in support of Scotiabank’s Group Treasury (GT) operations. While this role will be the primary compliance contact for Treasury head office, they will also play a central role in the ongoing global coordination, mentorship and development of regional compliance staff by providing strategic and tactical support and direction, as well as coaching and training that will facilitate GBM&T Compliance’s transformational objectives.
The position has the following accountabilities, as they relate to global Treasury operations:
Manage the Global Team’s day to day relationship with GT, including ongoing advice and counsel and the management and resolution of GT enquiries and issues. In cooperation with global and regional compliance management, ensure that the global and regional GBM&T compliance programs are structured and operated to provide globally consistent, efficient and effective compliance coverage to GT and its stakeholders.
This includes close co-operation with International Banking Compliance’s head office staff.
Contribute to GBM&T Compliance global policies and procedures (development, maintenance and communication training) inclusion of Treasury scope.
Regulatory change-related activities, both from a potential 1st Line program participant for cross jurisdictional programs, as well as participating in the monthly Regulatory Change Forum for Treasury-related scope.
Executive Reporting - materials generation for various executive forums (facilitation, review, issues/event identification), including management committees, steercos, and Compliance reporting.
Annual Test Plan development – coordination with regions and liaison to the business, as required.
Program stakeholder for GBM&T Compliance (facilitation, advice and coordination, committee participation) to ensure 1st and 2nd line programs consider Treasury compliance impacts.
Consulting on New Initiative Request Assessments (NIRA) reviews for Treasury compliance scope, as required.
Facilitating CRCA process and provide consolidating summary reporting for Treasury.
Facilitating of GBM&T Compliance leadership forums and community calls.
Escalating any material compliance concerns, where identified.
Facilitating responses to regulators, audit and testing, where scope is cross-jurisdictional impacting Treasury, as required.
Liaising with International Banking Compliance team for any central Treasury rollouts, reporting, and other.
Possibility of meaningful contribution in ad hoc projects that are prioritized by the VP of the team.
What You Will Bring to Succeed
A knowledge of Treasury operations as well as a broad understanding of the regulatory requirements and global regulatory and industry trends relevant to large, global treasury operations.
A minimum of ten years of relevant experience in an institutional business or compliance setting in a large financial institution, established securities dealer or regulatory agency.
Excellent written and verbal communication skills and a proven ability to lead and motivate individuals and teams to work together in a globally cohesive and coordinated way.
Strong project management skills with a proven track record of success with regulatory compliance and technology-based compliance projects.
An enquiring mind, sound business judgment and a strategic thinker who can, when appropriate, be tactical and pragmatic.
A creative problem solver with an ability to learn, adapt and remain resilient in a dynamic regulatory and business environment.
Experience coaching and mentoring staff in foreign locations would be an asset.
Experience leading teams through transformational change events would be an asset.
Experience developing, enhancing and/or coordinating global programs would be an asset.
Knowledge of international regulatory agencies and regulatory frameworks in major, markets including Canada, the U.S., the U.K., Asia and/or Latin America would be an asset.
Proficiency in Spanish would be an asset.
University Degree required, with a post graduate degree in law or business being an asset.
