Position Summary

Reporting to the Manager, Revenue Services, the Supervisor, Property Tax Revenue will provide strong leadership and expert guidance to staff by following the City's core values of Care, Collaboration, Courage, and Service. Under management direction, you will provide supervision, and co-ordinate daily department activities. You will be responsible for the billing, collection, allocation and disbursement of property taxes to the City, Region, and Ministry of Education.

Key Duties and Responsibilities:
Responsible for the calculation, allocation, disbursement and reporting of property tax revenues.
Preparation of tax levy, local improvements, treasurers write off staff reports and associated by-laws
Financial reporting for York Region, the Ministry of Education and the City external auditor
Supervision of a team of four, including identifying and implementing work flow improvement, best practices based on municipal benchmarking, and staff development objectives.
Quality control and timing of maintenance, of the property tax database
Quality control and completeness of each property tax billing
All functionality related to the tax billing software (TXM Tax Manager) including developing, testing and implementation of new initiatives as required by Council, York Region or the Ministry of Municipal Affairs and Housing
Develop and oversee quality control, test plans and process change needs, upon delivery of new or changing functionality from TXM Tax Manager
Property tax receivable and collections
Expert knowledge of and ability to communicate, application of Municipal Act, 2001 Parts X and XI to stakeholders
Authorizing adjustments to property tax accounts receivable including refunds
Property tax clearance certificate process including leading project to develop an online tool
Develop, test and implement procedures to facilitate new initiatives including, acceptance of credit card payment for property tax, Provincial Offence fine default additions to the property tax receivable and online self-service and electronic billing
Sectional tariff of fee benchmarking, recommendations and monitoring.
Education and Experience
University Degree in Business/Public Admin. or related discipline
OMTRA designation is required
5 years progressive experience in a related role.
Experience in the public sector, and particularly in a municipal government environment would be an asset
Required Skills and Knowledge
Must be familiar with the sections of the Municipal Act 2001 and Municipal by-laws dealing with taxation and tax collection
Must have a general understanding of the assessment process, the role of MPAC, and the impact of property assessment on property taxation
Must have a general understanding of the water billing process, including water adjustments and collection
Knowledge of the Municipal Act, 2001 and Municipal, Provincial and Regional by-laws dealing with property tax
An intermediate level of Microsoft Office Suite (Word, Outlook, Excel, PowerPoint) is required
You also have demonstrated experience in coaching, team building and supervising and developing staff to achieve high levels of performance
