The Liquor Distribution Branch (LDB) is one of two branches of Government responsible for the wholesale distribution and retail sale of beverage alcohol and non-medical cannabis. In 2018/19 the LDB recorded gross sales of $3.6 billion, generating a net income of $1.104 billion that supported vital public services including health care and education. It has a workforce of approximately 4600 full- and part-time employees working across 197 BC Liquor Stores, 15 BC Cannabis Stores (online and stand alone), a Head Office, three Wholesale Customer Centres and three Distribution Centres. The LDB is led by a General Manager and CEO who is responsible for administering the Liquor Distribution Act and the Cannabis Distribution Act, subject to direction from the Minister. As part of BC’s mixed-model retail system for liquor and non-medical cannabis, the LDB is committed to providing customers with an enhanced shopping environment, an expansive product selection and a high level of service.

Under the direction of the HR Advisor, Talent & Compensation, the HR Coordinator is responsible for providing coordination of staffing activities and hiring processes for the Delta Distribution Centre (DDC). The incumbent is also responsible for the administration of the staffing process and streamlining processes as it relates to hiring and on-boarding new employees within the Delta warehouse. This position also provides line managers with information regarding human resource staffing procedures and the use of the human resource management system (HRMS) for effective on-boarding and new employee orientation. The successful candidate, with collaboration with the HR Advisor and senior management, will work to ensure setting and meeting critical staffing targets; strategizing to meeting those staffing targets, as well as organizing new employee orientation and training. This position establishes excellent client and stakeholder relationships to provide effective human resource services support.

Our new distribution center is located at 7003 72nd Street, Delta and this position will be based out of that location.

Significant administrative/clerical experience with a minimum of 1 year recent experience working in a human resources environment with an emphasis on administering end to end recruitment and selection. A certificate/diploma or formal course work pertaining to Human Resources Management, preferred.

Experience working with a Human Resource Management System, preferably PeopleSoft.

Experience with reading, interpreting and applying documented information and providing advice and guidance to clients on standard interpretations of policies and procedures. This will include understanding applicable policies and collective agreement language that directly relates to staffing, hiring, and on-boarding.

Preference may be given to those candidates with recent experience in full cycle recruiting, and within a warehouse and distribution environment; including screening applicants, conducting panel interviews, as well as organizing new employee orientation and training.

Preference may be given to candidates with 2 years of recent working experience in a human resources environment with an emphasis on administering human resource or payroll functions.

An equivalent combination of education, training and experience may be considered.

Demonstrated ability to develop and maintain positive working relationships with customers/clients.

Proven ability to initiate and implement new procedures.

Proven ability demonstrating good judgement, strong organizational skills, analytical and research skills.

Demonstrated ability to apply and interpret policies/practices.

Effective oral and written communication skills with well developed interpersonal skills including the ability to use sound judgement, tack and diplomacy with internal and external parties.

Demonstrated abilities such as: strong attention to detail; and the ability to work independently and under pressure to meet deadlines.

Strong MS Office skills including proficiency with Word, Outlook and Excel.
