Reporting to the Chief Administrative Officer (CAO), the Manager, Capital Projects and Planning (MCPP) is the primary point of contact for assigned projects at the University of Toronto Libraries (UTL). This position is responsible for overall implementation and management of projects at UTL from concept to completion and liaising with assigned Project Managers for all phases of the project.
This will be done in consultation and collaboration with various units at the University that have institutional responsibilities for space planning and capital projects as well as internal clients at UTL. This may include master plan for space at UTL, planning for departmental space including renovation, consultant selection, space utilization and architectural design, tender and contractor selection, construction, commissioning and occupancy.
The incumbent prepares, reviews and manages correspondence, reviews and provides feedback on drawings, ensures appropriate reviews are undertaken, and provides assistance to the CAO, Chief Librarian and UTL senior management to ensure understanding and agreement on decisions. The incumbent should be capable to prepare design drawings for simple and low budget projects without resorting to professional consultants. Applying specialized architectural expertise, the Manager, Capital Projects and Planning manages changes in project scope, identifies potential risks and devises contingency plans. Ensuring the Project Manager keeps the project on time and budget within the agreed upon scope on behalf of UTL are also the responsibility of the Manager, Capital Projects and Planning.
Professional architect, or acceptable equivalent combination of education and project planning or management experience
Minimum 10 years' related experience in the construction industry, including some related experience in design. Specialist knowledge in some aspect of design or construction. Project management experience an asset.
Demonstrated organizational, project management and leadership skills. Superior oral and written communication skills; superior interpersonal skills. Computer based projects scheduling/management experience (e.g. MS Project) is required.
Strong computer skills, including Microsoft Office Suite of software. Ability to use CAD software for plans and 3-D drawings.
Budget management skills. Proven ability to manage multiple projects within strict budget and timeline constraints.
Ability to exercise patience, tact, diplomacy and discretion. Demonstrated ability to work effectively in a consultative team environment. Highly developed creativity and initiative. Proven ability to respond to frequently changing priorities.
