Mount Carmel Clinic is a non-profit community health centre located in the North End of Winnipeg. MCC provides a wide range of integrated primary health, community and early learning services to inner city residents, Indigenous persons, newcomers and others who require our unique approach. Under the leadership and direction of the department Director, the Program Manager has primary day-to-day management of The Assertive Community Treatment program, including human resources, program management and development, financial accountability and quality and innovation. This Program works within an Assertive Community Treatment (ACT) Model and utilizes the Housing First Principles from a social justice orientation which includes harm reduction, pro-choice, social determinants of health, human rights, social development, population health, health equality and trauma informed, client centered practice.
The Program Manager works with Mount Carmel Clinic (MCC) management to support the staff team, align programs and services with client needs, integrate services within and outside MCC and encourage teamwork and collaboration across all MCC departments.
Degree at the Bachelor level in a related discipline, or an acceptable combination of education and experience
Minimum of two (2) years of management experience, including human resources management
Minimum of five (5) years of experience working effectively in social services and similar population;
Demonstrated knowledge of basic financial management and program management, evaluation and development;
Understanding of the assets, challenges, needs and interests of MCC’s clients and community
Proven knowledge and ability in critical thinking, decision-making, change management, problem-solving, crisis management and conflict resolution

Demonstrated ability to manage programs, projects and initiatives to effectively and efficiently achieve their goals and produce expected results/outcomes

Excellent verbal and written communication skills, including presentations, and proficiency in the use of computer systems
