Position Overview
Reporting to the MATC Medical Director, the Program Manager is responsible for providing leadership to the Neurodevelopment Service (NDS), Tourette ’s Syndrome Service (TSS) and the Intensive Community Reintegration Service (ICRS). The incumbent is responsible for the overall coordination of client referrals to these programs along with interfacing with the WRHA Child and Adolescent Mental Health system, Health services within the various RHA’s along with the health teams and related community programs.

In addition, responsibilities include re-directions to external resources; liaising with the community regarding mental health-related services and requests for service; the facilitation of communication within the program and between programs; the facilitation of program development; the process of program staffing and the establishment of professional working relationships within the multidisciplinary team and community. The functions are undertaken consistent with the Manitoba Adolescent Treatment Centre’s established philosophy, objectives, policies and procedures.

Experience
3-5 years supervisory/management experience within a health care setting
Education (Degree/Diploma/Certificate)
Formal preparation or training in a health care related field at a degree level (Nursing, Social Work, etc) and eligible for current professional registration as applicable.
Graduation from a University based program relevant to health care administration (Masters Level preferred).
Certification/Licensure/Registration
Staff not licensed/registered with a legislated professional body must be registered/certified with an appropriate Association.
Qualifications and Skills
Provide leadership to NDS, TSS AND ICRS service teams.
Demonstrated ability to manage change within the programs, staff and systems
Monitor ongoing evaluation of the flow of requests for service.
Ensure compliance in accordance with PHIA/PIPEDA regulations.
Monitor service wait times and oversee the triage of referrals accordingly.
Promote development of organizational direction at management meetings.
Facilitate program development and promote the goals and objectives of the services and regularly report progress.
Provide a forum of open discussion regarding program/staffing functions through regular program meetings and planning days.
Monitor program efficiency related to budgets and resources.
Maintain current and comprehensive knowledge of broad based community services and resources relevant to children and youth.
Provide community based and facility based presentations to collateral agencies regarding programs, admission criteria and referral process.
Provide consultation to stakeholders and other systems for the purpose of treatment planning.
Liaise with relevant organizations and agencies regarding service needs.
Develop and conduct informational/educational sessions related to mental health.
Actively participate in triage and processing of requests for service and disposition of same.
Provide supervision to staff and ensure roles, functions and team goals are consistent with MATC Services direction.
Undertake ongoing review of employee performance.
Incorporate principles of health equity and Reconciliation within the program and service delivery.
