The Manager, Councillor's Office Liaison leads a team of seven administrative professionals, and manages all aspects of the City’s employment agreements with up to 24 employees who report directly to, and are directly supervised by, 12 respective Councillors.

The position manages delivery of operational support services for the Office of the Councillors and, where requested, the Office of the Mayor. The Manager monitors, consults and advises on budgets and variance analyses for the Office of the Councillors, and ensures that the Mayor’s and Councillors’ expenses are published quarterly on the City website. This position works collaboratively with Employee and Financial Services Teams to ensure excellent service delivery for the offices of the elected officials.

Reporting to the City Clerk, the Manager, Councillors’ Office Liaison will:
Manage a team of administrative professionals & administration of the Office of the Councillors
Lead and manage a team responsible for delivering administrative and operational support services to the Office of the Councillors, Office of the City Clerk and, where requested, Office of the Mayor
Responsible for all employment and management responsibilities for its direct reports (does not include employees reporting directly to the Councillors or Mayor’’s Offices)
Manage workflow planning and monitor outcomes to ensure sound stewardship of City resources
Motivate, develop, evaluate and recognize the achievements of employees to optimize performance and team-based engagement
Ensure the team is cross-trained to provide back-up support for each other to provide consistent service to the Office of the Councillors and Office of the City Clerk
Provide administrative and operational advice and guidance for up to 24 Executive and Council Assistants reporting to 12 Councillors, including coordinating and delivering information sessions on a variety of topics related to corporate policies and procedures
Monitor and administer all aspects of the employment agreements with Councillors’ staff on behalf of the City
Consult with and provide information and/or advice to Councillors on matters related to financial, human resource, payroll, information technology, legal, security, procurement, and office infrastructure services
Accountable for payment of Councillors’ invoices and expense claims, reviewing budget allocations for accuracy
Facilitate transparency of Councillors’ expenses
Liaise with the Office of the Mayor to ensure that cross-functional procedures and processes are managed effectively and efficiently
Coordinate FOIP requests for Councillors’ and Mayor’s offices
Support governance and legislative processes
Collaborate with the Chair of Council Services Committee in developing and coordinating Committee agendas
Lead and/or prepare reports and recommendations for Committee and Council meetings, as required
Provide administrative support to the independent Office of the Integrity Commissioner
Provide municipal election support by ensuring that pre-election office requirements related to outgoing Councillors are completed, and post-election orientation to administrative and office processes is provided to incoming Councillors and their staff
Manage submissions, to the Office of the City Clerk, of Annual Disclosures for Members of Council (pursuant to Bylaw 152454), and statements of Gifts and Benefits (pursuant to the Council Code of Conduct)
Support implementation and administration of a Lobbyist Registry for Council Manage the Independent Council Compensation
Review process every two Council terms, with a mandate to establish appropriate compensation for Members of Council following the general municipal election
Analyze policies, procedures and practices specific to the Office of the Councillors and determine changes needed to modernize operations to meet corporate requirements and public expectations
Provide advice and guidance to Councillors and Councillors’ staff regarding policies, procedures and practices, by researching solutions in cross-corporate collaboration, mindful of political sensitivities Manage the Councillors’ Office Liaison Team section budget as approved on an annual basis

Qualifications :
University degree preferably in public administration, business administration, political science or a related field, or an equivalent combination of education and experience
Minimum of seven years’ of progressively responsible management experience, including experience in a municipal environment and leading teams (at least three years’ of experience working in a politically-sensitive environment is an asset)
Sound political acumen, and the ability to grasp concepts and issues to respond effectively in a political environment
Demonstrated ability to communicate effectively and discreetly, both verbally and in writing, with Council and senior management
Highly developed leadership and problem-solving skills
Strong negotiation and relationship-building skills
Excellent research and policy development abilities
Strong capacity to manage competing priorities
Ability to respond to, lead, and implement change
Proven project management skills

Hours of Work: 36.9 hours per week, Monday to Friday
This position may be able to participate in a compressed hour workweek (EDO program).

Salary: $84,597 - $120,852 (Annually)
