As Program Manager, Office of Chief of Communications, you’ll manage assigned projects, ensuring effective teamwork and communications, high standards of work quality and organizational performance and continuous learning. Acting as the divisional lead, you will work in partnership with the senior management team to develop and implement detailed plans, recommend policies regarding program-specific requirements, and establish and measure ongoing performance metrics. Reporting to the Chief Communications Officer, you will be the main point of contact to the Chief Communications Officer, briefing him on all matters of the division in a timely and comprehensive manner.
Your ability to communicate effectively and work collaboratively with various groups, such as the People and Equity Division to address staffing issues, the Corporate Employee and Labour Relations team to provide advice on collective agreements and legislative regulations, and the Toronto Public Service for planning labour disruptions, is an integral part of this position.
Experienced in financial planning, you will act as the Divisional Budget Lead, leading and coordinating the provision of divisional management, financial and budget reporting, maintaining expenditure control and ensuring sound business planning practices.
A savvy manager, you’ll be responsible for leading projects, ensuring a high standard of work amongst your team, as well as for developing recruitment strategies and succession planning initiatives, and advising on staff development and training plans to identify priorities and opportunities for growth. As you measure performance standards and metrics across the division, you will be in charge of the division’s integration, transformation and ability to mitigate potential risks that may impact internal clients.
You will establish and embed best practices for collaboration and integration across the division and corporation, address operational issues that arise, lead and oversee key work streams supporting and tracking the division’s transformation and develop processes, and systems and tools to optimize division operations.
Among the other strengths you bring to the role of Program Manager, Office of Chief of Communications will be the following key qualifications:
Post-secondary education in public administration or a professional discipline pertinent to the position, combined with relevant management training and experience, or an equivalent combination of education andexperience.
Extensive project management experience, ideally in a municipal, communications or marketing organization, within a multi-stakeholder environment, and a successful track record in achieving results.
Extensive experience operating as a fully accountable program leader, identifying needs, initiating, coordinating and managing the implementation of solutions in response to divisional issues.
Considerable experience with budget control, forecasting, strategic and service (business) planning, preparing of financial reports and developing and monitoring performance measures.
Considerable senior level experience in developing and deploying creative and innovative approaches to issues management, problem-solving and customer service, researching and investigating priority and confidential matters.
Experience in preparing comprehensive, concise and effective reports and presentations to support business analyses and decision making on corporate, policy and administrative issues
You possess highly developed oral and written communication skills to effectively liaise with senior staff, Members of Council, unionized employees and other government staff and the public. Your excellent strategic and lateral analytical skills, combined with your ability to work with competing priorities and deadlines in this highly demanding work environment will be evident in this role.
Equipped with the knowledge of municipal governance structures, services and programs, collective agreements, City and Divisional policies, guidelines and relevant legislation, Employment Standards Act, Human Rights Act, Occupational Health & Safety Act, WHMIS, and ideally a Project Management Professional (PMP) certification and waterfall and agile methodologies, you will be an ideal candidate for this position.
Salary Range: $103,303.20 - $121,375.80 per year
