The Port of Vancouver has an amazing opportunity for an individual with exceptional leadership and organizational skills. The Manager, Procurement & Administration is responsible for the management of corporate procurement as well as corporate administration and facilities. Procurement responsibilities will include developing, implementing and monitoring procurement strategy, processes and internal controls. Administration and facilities management includes management of office space, reception services and corporate services.

In this role, the successful candidate will:
  • Manage the development, implementation and maintenance of procurement strategy, governance,
policies, procedures and internal controls
  • Develop and manage internal management reports and metrics with appropriate analysis to
enable spend management, monitor compliance and identify procurement opportunities and risks
  • Lead the development of contract management guidelines and ensure the appropriate processes
and procedures are documented and implemented through the procurement and contract lifecycle
  • Manage procurement and administration related technology, systems and JDE modules
  • Manage all operational aspects of corporate facilities and administration
  • Responsible for space planning and the coordination of planning, design and construction of office
space as required
  • Manage, develop and deliver training to team and other departments, as required
  • Manage the team’s operating and capital budgets including budget planning and variance
  • Participate in the development of departmental plans and is responsible for the development and
implementation of activities and programs designed to meet the intention of specific strategic
  • Participate in the planning and review of departmental operating costs, particularly with regard to
staffing requirements, overheads, consultancy services, planned business programs and service
  • Plan, implement and review staffing requirements, including determining clear position
descriptions, accountabilities and reporting arrangements to optimize service delivery
  • Represent the VFPA in negotiations, at conferences and conventions and in the media as required
  • Partner with Human Resources to ensure the effective selection, training and performance
management of staff

The ideal candidate will possess a university degree in Business Administration or another acceptable degree and a minimum of five years corporate procurement experience, at a management level, including development, implementation and management of procurement strategy and processes, or an acceptable combination of education and experience. Experience with ERP systems is required. JDE experience an asset. Must have advanced Excel skills. Your exceptional leadership qualities and management and communication skills enable you to effectively interface with all levels of business, government and the public. You are an effective decision-maker, strategic planner and initiator, who fosters the development of emerging leaders.

This position is required to access restricted areas/information. The incumbent must obtain and maintain a valid Marine Transportation Security Clearance as defined by the Marine Transportation Security Regulations.
