The Transmission & Distribution Technology and Testing Sector provides laboratory, field-testing of overhead and underground T&D infrastructure including high voltage testing, environmental testing, vibration/shock testing, temperature rise testing and safety tool testing. It also offers consulting and investigation services, including asset management studies, failure investigations, expert witness testimony, and development of test programs. This sector has a number of premier laboratories including the High Voltage Laboratory, Cables Laboratory, Mechanical Laboratory, High Current Laboratory and our Safety Tool Test Shop.
Specifically, this team is considered world-class in the areas of electrical and mechanical transmission and distribution testing. Besides a considerable portfolio of routine laboratory testing services, it is continually advancing a number of innovative technologies in various stages of incubation and development, from concept through to commercialization. In addition, this team provides a large and rapidly growing number of consulting and testing services to utilities including underground cable testing, T&D structures assessments, T&D equipment assessments (insulators, distribution class transformers <69kV, surge arresters, bushings, cables, connections, terminations, etc).
Beyond these laboratory and field services, the team also plays a significant role in shaping the future of the industry by leading and participating in standards committees and forums.
Position and Department Overview
The Senior Electrical Project Engineer will work within the Mechanical Services Department that offers a broad range of technology and engineering solutions. Through mechanical and electrical testing/analysis, root cause failure investigations, and the development of solutions to addressing infrastructure (i.e. asset management), the department is renowned for its mechanical engineering as well as the intersection between the mechanical and electrical engineering disciplines. Central to this department is a focus around equipment under stresses such as tension, compression, thermal cycling and vibration. Furthermore, the department is known for its’ electrical current cycle tests of T&D components (connectors, clamps, etc.) typically up to 70 kV and 3 kA. The department carries out a variety of value added projects for electrical equipment manufacturers, electric utilities, government agencies, certification agencies, electronics manufacturers and automotive OEMs.
Under the direction of the Mechanical Services Team Lead, the incumbent will work with the mechanical and electrical team of Engineers and Technologists by providing technical and professional leadership in achieving work program objectives. The primary role of the Senior Electrical Project Engineer is to understand standards such as IEEE, IEC, ANSI, SAE, ASTM and lead various high complexity mechanical and electrical test projects in accordance with these standards. This includes writing test proposals, scheduling and supervising tests, preparing reports, participating in field tests and learning to operate test equipment. The primary role also includes business development activities by seeking out opportunities in areas of expertise, contacting prospective clients, preparing proposals and conducting client follow-up.
The secondary role of the position is to support the team in executing capital expenditures, driving quality improvement, writing lab procedures and mentoring other engineers and technologists.
Lead complex test programs with focus on high-quality, on-time, and on-budget test program deliverables.
Investigate and analyze challenging or unusual problems of an engineering and project nature, develop alternatives, evaluate risks and apply innovative solutions.
Engage with clients to develop business relationships and promote the department’s technical services.
Prepare high value technical proposals and cost estimates.
Make independent decisions to move projects forward by solving highly complex and large scope problems; challenge guidelines when necessary.
Research standards, books, online material and other sources of information to quickly understand client needs and meet technical requirements.
Prepare technical reports; maintain detailed documentation throughout all phases of testing.
Design and build custom test equipment and data acquisition systems.
Develop laboratory processes, procedures and maintenance improvements.
May be required to chair meetings to address engineering problems in area of expertise and to attend and address seminars, courses, meetings, and conferences; participates in the Public Consultation process and may be required to make presentations.
Foster relationships across Powertech to utilize all of the company’s resources for our clients.
Review and align with the broader corporate objectives such as safety, quality and environment management.
Work closely with BC Hydro as a key customer; further and more broadly, having a demonstrated ability to work with both utilities and OEM in identifying and providing R&D, consulting and testing services.
Mentor and coach electrical engineers and electrical technologists
Support other team members in achieving their objectives.
Provide input and recommendations in the budget, work planning and resource allocation processes for the sector.
Exercise a high degree of independent judgment to solve complex problems that have an impact across sectors and include customers, technology, financial planning and staffing.
Technical Skills, Education and Experience
Electrical Engineering or Mechatronics degree recognized by universities in Canada required; an advanced degree in Power Engineering or related areas is preferred.
Minimum 8 years’ experience working in relevant industries.
Minimum 4 years’ experience in managing projects.
Strong electrical aptitude and hands-on experience is a must.
Broad knowledge of electrical engineering principles (circuit analysis and design, power systems, electromagnetics, digital systems analysis and design, as well as electronic materials and devices).
Experience in mechatronics and/or mechanical engineering is an asset.
Knowledge of transmission and distribution systems, equipment and processes is an asset.
Familiarity with current cycle testing, thermal testing and analysis is an asset.
Experience designing and constructing experimental test setups from conception to completion is an asset.
Experience with quality management systems such as ISO 9001, 14001, Engineers and Geoscientists BC OQM is an asset.
Experience with the use of computer data acquisition and control systems is an asset.
Knowledge of T&D connectors, clamps and other T&D hardware is an asset.
Knowledge and/or experience in Electrical Faults, Thermal Aging, High Voltage and Insulation is an asset.
Currently registered or eligible for registration as a Professional Engineer with the Engineers and Geoscientists BC.
