LOCATION: The City of Brampton has implemented a gradual reintegration of staff into the workplace. Beginning on April 4, 2022, onsite work location of two (2) days a week will commence. Beginning on July 4, 2022, this will increase to three (3) days a week. There will be continued opportunities for hybrid work from September 2022 onwards, and we’ll continue to evaluate to determine which hybrid model works best. Once working onsite, you will report to the location of West Tower.

HIRING SALARY RANGE: $93,803.00 - $105,529.00 per annum
MAXIMUM OF SALARY RANGE: $117,254.00 per annum

AREA OF RESPONSIBILITY:
Reporting to the Team Lead, IT, the System Administrator, Finance is accountable for administering and/or supporting the various Finance business systems which support financial processes including but not limited to Municipal Tax Billing and Accounts Receivable, Accounts Payable, Purchasing, Accounting/General Ledger, Budgeting Payroll, Fixed Assets, Electronic Payments, Corporate Banking or Project Financial Cost Management. The System Administrator, Finance is responsible to lead operational projects and oversee systems analysts, co-ordinating efforts with peers, other city staff and external resources to maintain and improve the system and implement additional functionality as needed by the City. Additionally, the System Administrator, Finance is responsible to ensure that controls are in place that align with security strategies, provides maintenance of system control configurations, application of security configurations, diagnostic support, and develops corrective actions in the event that issues arise impacting the Systems.
SYSTEM ADMINISTRATION AND SUPPORT
Issue Resolution

Manages prioritization and resolution of system support issues in conjunction with support analysts and developers

Acts as SME and main point of contact for issue resolution and determining solutions

Escalates issues with the appropriate Corporate Information Technology resource(s) and/or vendor if required

Communicates with various levels of management and the end-user community to ensure impacted parties are kept informed of any disruptions to normal business processes

Maintains recorded logs of software related issues and solutions
-
Responsible for the daily operation and troubleshooting of user system issues/incidents
System Maintenance & Security
-
Reviews software updates (i.e. maintenance packs, security patches, etc) from vendor for relevance and criticality to determine schedule for testing and movement to production environment

Remains current on related legislation and regulatory changes to ensure compliance; Safe Guards the System by ensuring system security strategy remains current and that the system complies with the strategy

Maintains the system’s functional configuration, security configuration and related technical system documentation as it pertains to configuration, security, development, integration and interfaces, issue resolution, reporting tools, system standards and migrations to production

Oversees batch processing schedules, interfaces and integration points with the System

Develops, maintains and audits system defined standards and processes. This includes the maintenance of system wide installations settings and records, overseeing the configuration of module specific control records, as well as security design and configuration

Ensures application data integrity, system access and data distribution is managed appropriately
System Enhancement

Works with business analysts and impacted business units to re-design business processes when implementing new functionality

Develops and implements policy and procedures to enhance service delivery, to reflect best practices and business improvements in alignment with the overall business strategy

Attends meetings regarding all systems matters and liaises with project management

Remains current on collective agreements, City policies and practices, to establish Standard Operating Procedures (SOPs), and ensure compliance to system licensing, rules and regulations

Participates on project teams to assist in the research, selection, evaluation and implementation of new software applications and services
Business Analysis

Works with functional and technical teams to understand core business needs, define business system requirements and recommend application solutions. Designs and implement automated solutions to improve operational efficiency using existing application(s).

Facilitates and assists with business process reviews and definitions to provide strategic directions for automation

Act as subject matter expert for special system/application projects as required, including preparation and evaluation of Request for Proposals
Integration

Responsible for overseeing the design, development, implementation and maintenance of interfaces and integration for business systems with other corporate applications, middleware solutions and portal
RESOURCE MANAGEMENT COORDINATION AND GUIDANCE
-
Provides guidance and mentorship to Business Systems Analysts and cross-functional team members in a project or operational setting, without a direct reporting relationship
-
Leads operational projects and initiatives including setting work priorities, defining resource needs, identifying dependencies, timelines, assigning work to the technical team, ensuring all testing is complete and obtaining approvals before moving changes into the production environment

Responsible for overseeing external resources and providing direction and monitoring of quality delivery in accordance with contractual obligations
- Participates in recruitment and selection process of analysts that will be part of cross-functional teams with an indirect reporting relationship

Provides feedback and input on performance of team members to identify strengths, performance gaps and training needs

Co-ordinates the assignment of all logged help desk tickets and the planning, administration, support and maintenance of the application to ensure reliable and cost-effective service

Provides day to day coaching to the HRMS/Finance Systems Analysts

Troubleshoots identified deficiencies, takes appropriate corrective action and forms a recommendation to resolve day-to-day issues; escalates concerns with broader impacts to management as required

SELECTION CRITERIA:
EDUCATION:
Completion of Post-Secondary education in Computer Sciences or related courses, or certification in systems analysis, design and development
REQUIRED EXPERIENCE:
Minimum 3 years related experience in system development and integration coupled with 1 - 2 year dedicated experience in system administration support, system analysis or related experience
OTHER SKILLS AND ASSETS:
SQL and Crystal Report Writer experience an asset-
3 years supervisory experience in unionized environment preferred
