E-Comm is the first point of contact for 9-1-1 callers in 25 regional districts in British Columbia, handling approximately 1.6 million 9-1-1 calls a year (99 per cent of B.C.’s 9-1-1 call volume). E-Comm also provides dispatch services for police and fire departments and operates the largest multi‐jurisdictional, tri‐service wide‐area radio network in the province used by police, fire and ambulance personnel throughout Metro Vancouver and parts of the Fraser Valley.
Reporting to the Senior Service Delivery Manager, Fire Technology and GIS, the Mobile Applications Technologist provides support to mobile public safety applications and hardware for E-Comm, its fire partners and clients. An incumbent monitors base system performance and investigates issues related to mobile devices and server based applications, and works with other technicians to troubleshoot and resolve performance issues related to Computer Aided Dispatch (CAD), Records Management Systems (RMS) and mobile data services.
NATURE AND SCOPE
Monitors, investigates, documents and resolves escalated software and hardware problems for mobile workstations, including portable computers, tablets, smartphone devices and telephony equipment; refers major and unresolved problems to a superior; and follows up on such matters as required.
Plans and coordinates small projects related to workstation software and hardware upgrades and data migrations; arranges with partner agencies mobile software application upgrades or changes such as patches, configuration updates and maintenance; and tests for proper functionality and acceptability.
Installs, configures and maintains Mobile Device Management software; supports, configures and maintains a Windows domain for Fire mobile devices, including documenting group policies and technical specifications.
Establishes testing plans; schedules and conducts testing, including coordinating test groups from client agencies; identifies new and recurring issues; duplicates problem scenarios; documents testing procedures; and works with software or hardware vendors as required.
Installs, maintains and supports the operation of servers that support mobile workstations and peripheral devices in accordance with base performance and availability criteria; assists in enhancing service performance of critical CAD, RMS and communications systems; and participates in maintaining systems security.
Performs routine systems administration tasks related to adding and deleting users and groups, assigning security rights and providing systems access in accordance with established policy.
Performs asset management tasks; records and tracks equipment life cycle; researches new equipment and software and obtains initial quotes; and recommends purchase or disposal of equipment.
Develops and maintains system/shell scripts to automate routine tasks.
Assists with troubleshooting related issues in the CAD and RMS.
Performs related work as required.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of mobile computer systems, hardware, peripherals, software applications and operating systems related to the work.
Knowledge of the methods, practices, procedures, concepts and standards applicable to the work.
Knowledge of best practices in technology service management (ITSM; ITIL), IT security, and data centres which apply to the work performed.
Knowledge of common networking protocols and internet services.
Knowledge of common scripting/programming languages used in automating processes and services.
Ability to support mobile computer systems, hardware, peripherals, software applications and operating systems related to the work.
Ability to configure mobile software applications and hardware based on defined user requirements and document technical specifications and configurations.
Ability to develop test plans and conduct system and user acceptance testing.
Ability to recommend appropriate technology solutions and modifications for assigned systems and to install and configure workstations and server environments.
Ability to measure and maintain server and workstation systems performance and ensure the interoperability of relevant computer systems.
Ability to troubleshoot client/server system and interfaces, analyze system and applications logs, and perform testing and root cause analysis.
Ability to plan, execute and coordinate small technical deployment and implementation projects.
Ability to establish and maintain effective working relationships with a variety of internal and external contacts.
Ability to communicate effectively orally and in writing.
Ability to work with minimal supervision.
EDUCATION, TRAINING AND EXPERIENCE
Completion of a degree or diploma program in computer science or related discipline plus sound related experience, or an equivalent combination of training and experience.
ITIL Foundation v3 or later accreditation preferred.
Driver’s Licence for the Province of British Columbia.
As a condition of employment at E-Comm, the required Police Security Clearance applicable to the position must be acquired and maintained. This position requires the candidate must be successful in obtaining and maintaining RCMP Enhanced Reliability Status (ERS) security clearance. This is a process carried out by the RCMP, facilitated by E-Comm.
The minimum residency in Canada to qualify for this position, as established by our law enforcement partner agencies, is roughly five (5) years and longer. To qualify for this process, a candidate may be either a Canadian Permanent Resident or Canadian Citizen.
