Reporting to the Provincial Manager, the Programming Analyst performs analysis, design, deployment and testing of database and web applications including system analysis, application sustainment, and train and provide technical support to attend customer requests.

What you’ll do:
Lead the interpretation of raw data, statistical results, or compiled information. Identify follow-up action items, and prepares reports / presentations of findings to stakeholder groups. Fulfil requirements by developing BI solutions and building data marts.
Identify new methods of analysis to improve existing solutions. Work with large and varied datasets to perform data forecasting, mining, modeling, and analysis. Prepare detailed documentation to outline data sources, models, and algorithms used and developed.
Develop database programming to sustain the Supply Chain data warehouse. Perform data reviews, and make recommendations. Perform data analysis and drafts technical specifications.
Sustain application access and security, perform system inspections, develop automated scripts for application / database functional testing or unit testing, recommend improvements to ensure effectiveness of programming development processes or system performance.
Participate in application development and maintenance of the Supply Chain systems, including taking roles in developing programming codes, writing automated testing scripts, troubleshooting, deploying, documenting, interfacing with customers, and performing maintenance within established policies and guidelines.
Function as a web developer by providing expertise in web application programming. Apply technical knowledge to ensure errors / deficiencies are corrected, troubleshooting across complex systems, and propose enhancements.
Draft standard procedures, writes comprehensive system and operating documents, prepare system documents for review and approval and develop backup/recovery.
Work with extensively detailed information, potentially including information of a sensitive and confidential nature. Considerable judgment, problem solving ability and technical expertise is required in this position which identifies, prioritizes and resolves functional or technical errors within a complex technology environment.
Develop and foster stakeholder relationship to provide analytic support. Support internal clients, as well as customers from 6 health authorities, liaise to clarify business requirements, and determine request priorities.
Lead business report development based on customer needs, including BCCSS executive as well as agency staff.
Participate in working groups to provide expertise and advice, influences change and assesses feedbacks.
Provide training on applications and reporting, coaches and supports staff by training and writing application maintenance procedures or users manuals.
Provide expertise in technologies and best practices to improve operation efficiency.
Performs other related duties as required.

What you bring:
A level of education, training or combined experience equivalent to a bachelor degree in Information Technology, Computer Science, or Computer Engineering. Five (5) years recent related experience; preferably in a multi-domain environment.
Experience with database programming, web application development, and server administration.
Experience with reporting development or BI technologies, such as SSRS.
Knowledge of database technologies, such as stored procedures, triggers, views, isolation level, blocking, execution plan, performance tuning, database security, and database administration.
Knowledge of web application development technologies, such as Microsoft .Net framework library, JavaScript, object oriented programming, CSS, HTML, XML, and n-tier client server development.
Excellent interpersonal, oral and written communication skills with ability.
Ability to clearly relate technical information and principals to business staff.
Demonstrated ability to work independently and as an effective team member.
Ability to prioritize competing workload priorities to meet deadlines and be results orientated.
