Reporting to the Corporate Director, Public Private Partnerships (P3), the Manager, Contracts & P3 Operations, is responsible for operational oversight of the full scope of the P3 Project Agreement including contract management for P3 Services at one P3 site in Island Health (Building Services, Physical Plant, Housekeeping, Laundry and Waste Management). This Manager is also responsible for leading site-level P3 related change initiatives. The Manager, Contracts & P3 Operations provides management, implementation, and administration of service contracts at one P3 site, including service quality monitoring and vendor performance issues at a contracted site. The Manager acts as the Island Health liaison between internal customer departments and contractor representatives to develop/modify service level agreements and to resolve any issues arising from the contracted services. Working collaboratively with Island Health programs, consultants, contractors, and stakeholders, the Manager leads planning activities and works with teams to identify, plan and implement changes and evaluate improvement initiatives.
Travel may be a requirement of this position. Transportation arrangements must meet the operational requirements of the Vancouver Island Health Authority in accordance with the service assignment and may require the use of a personal vehicle.
Education, Training And Experience
A level of education, training and experience equivalent to a Bachelor's degree in Business Administration or other related area or equivalent experience in contract management and five (5) years' recent related experience. Completion of relevant health care administration courses an asset. A valid driver's license is a prerequisite for the position. Experience with project management, change management methodologies or facility management systems are assets.

Recent contract management experience and solid understanding of related legislation.

Ability to integrate administrative, professional and operational aspects of the department throughout the Island Health in an effective and efficient manner.
Knowledge of project management and change management principles and methodologies
Demonstrated project management success and the successful completion of a significant project or participation as a leader in a significant change within the last three years.
Proven ability to write, analyse and edit project plans/charters, proposals, risk management plans, communication plans, progress reports, Service Level Agreements, MOU's for accuracy and consistency
Ability to develop and nurture an environment where quality improvement principles are embraced and used on a continuous basis.
Physical ability to perform the duties of the role.
