Bow Valley is currently hiring a Temporary TOWES & External Testing Coordinator until June 30, 2020

The Workplace Skills Development & External Testing Unit provides test development, commercialization and proctoring services for Bow Valley College’s Test of Workplace Essential Skills (TOWES) and External Testing Services. Reporting to the Manager, Workplace Skills Development & Assessment, the TOWES & External Testing Coordinator is responsible for overseeing the day-to-day operations of these services. The primary purpose of this role is to assist with the distribution and scheduling of the TOWES production and external testing team, ensure adherence with policies related to testing, developing and evergreening the TOWES product offering, quality control and front-line client relations.

Prioritizing, Scheduling, and distributing work of the TOWES & External Testing team- 30%

Allocate work and schedule staff for TOWES production and external testing; ensure operations run smoothly with a high-level of customer service
Develop processes and procedures to minimize error/risk and clarify work flow, including logistics and scheduling
Assist in the recruitment of casual and continuous staff for primary functions, as well as, test markers and other administrative support positions
Train staff on College policy and procedure, testing policy and procedure, fair and equitable testing practices; recommend and implement professional development to facilitate growth
Provide guidance and leadership to team; periodically audit quality of work and compliance with procedures
Review staffing needs to determine best complement of staff; and in working with Manager, allocate responsibilities and cross-train staff to optimize efficiency
Recruit and liaise with external consultants and subject matter experts related to testing
Manage the integration of project work and special initiatives into daily operations

Product Line Development (Business Development) - 25%
Work with the Manager to identify, pursue new markets, new clients and new product offerings
Produce various marketing/promotional materials and product information for use with the website, course guides, brochures and pamphlets, trade show booths, presentations, etc.
Develop and expand the offering of assessment related training services including gathering source materials, obtaining reprint permissions, creating test items, validating new materials.
Periodically survey clients to evaluate the quality and relevance of current service offerings and identify potential opportunities for growth
Lead on the development of new assessments and evergreening of existing materials
Perform special analysis, evaluation, reporting and invigilation services on a fee for service basis
Create quotations, cost estimates and proposals for potential clients and funding organizations
Regularly communicate with key stakeholders and potential clients about product and services offered; attend meetings and events to promote products and services

Client Relations - 20%

Develop and deliver training on product line including, face-to-face group training, webinars, user guides and best practices documents and other client support material
Facilitate regular communication with clients with the aim of developing rapport and building long-term relationships
Monitor user agreements (Distributor, Direct User, Third-Party and other Brokerage/Licensing) to ensure adherence with terms and conditions; liaise with assessment suppliers to implement policies and procedures
Communicate with agreement holders related to day-to-day operational matters
Provide high-level customer support related to non-routine inquires, student/candidate misconduct, dissatisfied customers, or information requests that require significant experience and background
Where non-compliance/misconduct is identified, work with and support clients to ensure appropriate use of TOWES, ensure appropriate documentation has been completed and shared with necessary external partners

Management and Reporting - 25%

Provide project management for special initiatives including developing project plans and timelines, budgeting, implementing and monitoring activities, ensuring quality of deliverables, completing interim and final reporting
Oversee inventory management, processing of testing materials, generating testing support documentation (administrative guides, policies and user agreements)
Initiate risk management process for TOWES in consultation with the Manager and College lawyer to ensure testing processes, legal and ethical standards are compliant and limit exposure
Oversee the quality and integrity of the TOWES database and TOWES administrator website, and External Testing website
Oversee software updates and demo testing for all web-based assessments
Oversee the psychometric integrity of the TOWES item bank and assessments
Manage the TOWES intellectual property to ensure critical documentation, communication and reporting is catalogued.
Client tracking and invoicing
Work with Ancillaries, IT, Room Bookings and other internal departments to ensure facilities and equipment adequately meet operation needs
Purchasing and overseeing contracts with suppliers
Job Requirements

Requirements

Bachelor’s Degree
Minimum of 4 years of related experience
An equivalent combination of education and experience may be considered
Experience with overseeing operations and managing workflow/resources
Developing, delivering or overseeing formal assessment operations (or related)
Assessment item development and assessment marking
Experience working in the field of literacy and essential skills (or related)
Experience working with professional clients
Police Information check required
Ability to travel
