Senior Urban Designer – Development Planner

We have an immediate opening for the following position.

Position: Senior Urban Designer and Planner

Reports to: Director of Development and Infrastructure

Effective Date: Immediately

Department: Urban Design and Infrastructure Development


  • Senior Planner with knowledge of the City of Ottawa and Gatineau policies; a DYNAMIC community thinker and planner
  • Can implement and design Greenfields; has the ability to create innovative site plans displaying “love where you live” communities
  • Coordinate within the Development Team and provide “out-of-the-box” thinking site and development plans
  • Has the ability to shine and deliver unique concepts; can lead by example
  • Envision and bring to the table, environmentally sustainable concepts
  • Understand policy review processes and politics within City Halls
  • Can formulate costs pertaining to new developments and understands what is in the soils before going vertical
  • Produce conceptional layouts with associated costs pertaining to each site plan layout
  • Understands market costs related to consultants, civil engineering and vertical construction costs
  • Could bring with them contacts within the industry
  • Has a portfolio of tools and processes that can deliver nuance thinking
  • Ensure ALL site staff act and adhere to the BRIGIL Policies and Procedures


  • Attend and lead design development meetings; lead a team of consultants from concept to deliverables through the approval process with the City Planners and Council
  • Conceptualize project work and coordinate action plans and workflow schedules
  • Establish collaborative working relationships and carry out work in consultation with internal/external stakeholders, including other City departments, governments and agencies, community residents, landowners and business interests
  • Become and act as a lead Project manager and Planner
  • Prepare technical and complex budget reports and presentations for Corporate Leadership and Finance Division
  • Create, design and display your skills in laying out and preparing draft site plans which displays and allows for the long-term vision and growth of Corporate Leaders
  • Understand the requirement to be creative and think “out-of-the-box” when designing new community estate plans and utilizing potential density requirements to achieve profitable developments
  • Ability to lead and work within a multidisciplinary team environment involving diverse interest groups within defined and critical timeframes
  • Become part of the pre-development and pre-construction design teams and be team focused
  • Drive and be the leader and set new standards and targets within an eclectic team of professionals

Performance Factors And KPI’s

  • A solid Performa with data and numbers, knowledge of Microsoft Programs, 365, EXCEL, Windows and Software Design Programs
  • Become budget-focused and know your costs when developing new concept designs
  • Recognize impacts to projects through bigger picture planning
  • Be goal and process orientated
  • Be a leader at reviewing and understanding the crucial mass requirements for traffic studies and requirements to support and assist in all design phase factors
  • Be fully diverse in understanding key reasons to deliver world class communities
  • Facilitate and take instructions well from leaders; is a good listener and acts on directions
  • Be a Team Player and be prepared to learn and grow with the organization


  • Registered Professional Planner and Full Member of the Canadian Institute of Planners
  • Excellent verbal and strong communication and leadership skills
  • Degree in planning or related discipline
  • Capacity to be independent
  • 5+ years of progressively responsible experience in design development and planning
  • Degree in Civil Engineering
  • Bilingualism (English/French) is an asset
