The LRT Facility & Renewal team works closely with the Edmonton Transit Services and LRT Operations to deliver new facilities and renewal projects within the operating LRT lines. Minimizing disruption to the LRT revenue service, meeting the needs of operations teams and delivering a clear scope on time and on budget make this team agile and tactical in its approach.

Working in an integrated business model, the Program Manager is accountable for:

Program Management:
Plan, budget, align and assign the projects in a way that maximizes the skills and internal resources available to support a series of projects
Develop and implement unit processes and track performance measures to ensure successful delivery of projects
Adhere to the Project Management methodology, policies, processes and core requirements, guiding the expectations for Project Manager knowledge excellence
Management of program budgets and outcomes
Provide support in the pursuit of appropriate funding sources and approvals
Manage, track and report program progress to ensure the program is on budget, on schedule, and within the defined scope and quality
Provide support to Business Partners in the development of strategies and business cases
Coordinate business partner, stakeholder and project team requirements for successful project delivery
Create, leverage and maintain strategic relationships necessary to advance the goals and objectives of programs/projects, including those within IIS and with citizens, Council, business and industry partners
Oversee and/or provide overarching Council reporting, with an ability to provide the appropriate level of information
Monitor and manage risk associated with the program
Support Project Manager in resolution of issues and continued advancement of the program goals and objectives and appropriate escalation when required
Apply systems thinking to manage multiple ongoing and concurrent projects, leveraging existing resources and ensuring successful delivery of the project outcomes

Lead, establish and exemplify the desired culture that supports the IIS Vision and Mission as well as the Corporate Leadership Principles
Establish, demonstrate and hold others accountable to the values of the Department, Branch, Section and Unit
Foster a culture of collaboration and networking amongst project teams, across the corporation and beyond
Act as agent of change and fosters an open environment of continuous input and feedback from staff
Mentor and coach staff in a manner that fosters a culture of growth, development and continuous improvement
Ensure project managers are empowered and have the competencies, tools, and equipment required for them to perform their roles
Monitor engagement and implement actions plans as necessary
Lead multi-disciplinary teams consisting of consultants, contractors, business partners and stakeholders
Develop and implement staff performance development and management plans
Manage staff issues and disciplinary actions and processes
Conduct recruitment and selection processes

Project Management:
Act as an exemplary project manager in leading project management related activities
Manage the planning & design and/or delivery for infrastructure projects including operational/strategic initiatives, resource and financial management
Review and prepare feasibility studies, master plans, functional programs and design reports, drawings and specifications, as well as operation and maintenance reports and manuals
Define the project goals, objectives and planned deliverables in order to fulfill the requirements of the Strategy and Operate Business Partners and Project Sponsors
Manage, monitor and report project milestones through detailed plans and schedules, ensuring the project is on budget, on schedule, and within the defined scope and quality
Perform all activities related to thorough risk management for all projects

Public and Stakeholder Management:
Develop and steward relationships that support the success of the projects
Develop and implement robust public/stakeholder engagement processes and activities, working in collaboration with Communications & Engagement (C&E)
Develop and implement communication plans, in collaboration with C&E
Chair and/or participate in liaison and steering committee meetings, site meetings and other project related meetings

Organizational Alignment:
Support the alignment of processes, competencies, leadership and culture to the strategy of the Section and Unit
Translate strategy into operational processes, approaches, and competencies
Contribute to the design, implementation, and continuous improvement of project management processes and practices
Ensure compliance with all applicable policies, directives, guidelines and processes; ensure all procedures are complete and required approvals of program/project deliverables are obtained
Ensure the project abides by any applicable City of Edmonton Occupational Health and Safety Standards and Guidelines
Related duties as required
Completion of a Bachelor's Degree in a related field such as Engineering or Project Management with a minimum of 8 years progressively responsible team management and program/project management experience - OR -
Completion of a 2 year Diploma in a related field such as Engineering or Project Management with a minimum of ten 10 years progressively responsible team management and program/project management experience
Comprehensive understanding of construction processes related to architectural, civil, structural, mechanical, electrical, and landscaping disciplines
Strong program/project management skills including an understanding of project management methods and techniques (PMBOK best practices)
Demonstrated experience leading Project Managers and multi-disciplinary teams in the delivery of projects
Strong contract management skills including selection process, claims management and performance evaluation
Proven planning, organizational and problem solving skills
Experience developing and implementing communications and public engagement plans
Strong conflict resolution and negotiation skills with experience in solving complex and sensitive issues
Strong verbal and written communication skills, including report writing and presenting
Demonstrated ability and willingness to develop strong, strategic, relationships and deliver work in a collaborative, integrated manner
Experience managing and working with external consultants
Ability and willingness to delegate and empower others
Working knowledge of relevant codes, legislation, regulations, policies and procedures (OH&S, Environmental, Builders Lien Act, etc.)
Valid Alberta Class 5 driver’s licence (or provincial equivalent). Must obtain business auto insurance for personal use on City business
Hire is dependant upon a basic Police Information Check satisfactory to the City of Edmonton

Salary: $84,597 - $120,852 (Annually)
