As a working Supervisor and within the Engineering, Parking & Transportation Department, the Technical Coordinator, Maintenance & Projects will support the successful delivery of capital projects and programs by preparing, reviewing, and administering both Contracts and/or Project Agreements during various stages of the construction process and ensure adherence to contractual agreements and established standards and policies. The Technical Coordinator, Maintenance & Projects will liaise with contractors, NPC vendors of record, internal and external departmental staff, supervisors, manager and/or directors to coordinate work. Working in a cross-functional and collaborative environment the Technical Coordinator, Maintenance & Projects will be responsible for providing operational, technical, analytical and monitoring support to Managers/Coordinators and other supervisory staff for the NPC's operations' and projects' teams. To respond to inquiries and complaints and perform other related duties as assigned.

What can I expect to do in this role?
  • Develops and maintains a high level of knowledge and understanding of linear and vertical infrastructure projects, and their context within the overall 10-year capital delivery plan • Develops, prepares, reviews and interprets construction contracts and/or project agreements at various construction project stages, including general construction best practices and overall document completeness. • Prepares and coordinates tenders, postings and contract documents with NPC procurement and record management departments. • Administers construction contracts of active construction projects in accordance with NPC policies and procedures and all other applicable legislations and regulations. • Ensures requirements of all permits / approvals / agreements etc. are being complied with. Prepares and manages all documentation related to contract changes and conducts analysis of contractor's submissions for changes and claims. Monitors the implementation of all approved contract changes. • Ensures all costs related to extra / additional work, that is being completed on a time and material basis, is tracked and signed off as per established NPC policies and procedures. • Assists project managers, coordinators and site inspectors in resolving contract related or on-site disputes. • Supervises the Infrastructure operations and facility maintenance work crews to ensure all civil infrastructure/ linear assets and facility maintenance and repair activities are undertaken in a safe, timely, efficient and effective manner, as required. • Assists project managers, coordinators with contractor / third party claims. • Reviews payments draw from contractor with site inspector and finalize payment certificates. Ensures project deficiencies are completed. • Prepares substantial performance, completion and final acceptance documentation. Ensures all project related documentation and deliverables (as-constructed drawings, inspector diaries etc.) are being kept up to date by the site inspector and the contractor. • Provides oversight of consultant contract administrators for adherence to NPC standards and applicable legislation and regulations. • Ensures documents and deliverables are submitted to the NPC's Project Managers and Coordinators at project closure within established timelines. • Prepares reports on contractor's performance and maintain contract files.
How do I qualify?
  • Completion of a post-secondary degree/diploma in Civil Engineering, Construction Engineering, Building Science or Architectural program.
  • Five (5) years of related experience in a management capacity (or approved equivalent) coupled with two (2) years on the job.
  • Accreditation through OACETT as C. Tech or CET is required.
  • Project Management Professional (PMP) designation is an asset.
  • Previous experience with leadership and project management, including the ability to work with diverse teams.
  • Possesses experience with quantity surveying.
  • Ability to use AutoCAD and GIS systems.
  • Technical contract administration experience including planning, coordinating, organizing and delegating work of internal staff and external contractors.
  • Knowledge of Ontario Provincial Standards, Contract Law, Canadian Construction Documents Committee documents (CCDC), the Construction Act, Occupational Health and Safety Act, Environmental Assessment Act and the Professional Engineers Act, Contract Documents, specifications and drawings, and legal statutes and proceedings.
  • Demonstrated experience in Microsoft Office software, Word, Excel, PowerPoint, Visio etc.
  • Excellent analytical, problem solving, planning, organization and time management skills are required along with excellent interpersonal skills with the ability to form and maintain strong relationships with internal and external stakeholders and customers.
  • Excellent communication, facilitation, negotiation and conflict management skills are required along with the ability and willingness to learn and keep updated with new/changing legislations, standards and regulatory processes.
  • A technical understanding of planning, design, construction and commissioning of linear and vertical infrastructure and building facilities, including best practices and evolving technologies and methods will be considered an asset.
  • Ability to deal with staff/visitors/public with tact, diplomacy and courtesy.
  • Strong interpersonal/communication and team building skills.

  • Must ensure a high level of confidentiality, integrity and professionalism, along with supervisor/client group service skills.
  • Knowledge of transformational leadership best practices and principles of employee empowerment change management and continuous improvement.
