BC Hydro has an exciting and challenging opportunity for a senior Security Manager to join our team and manage the delivery of day-to-day security operations and programs for the Site C Project based in Fort St. John. Site C is a multi-year, large scale construction project building new electricity generation facilities on Peace River. The Security Manager role ensures safe, secure, effective, and efficient security services to all BC Hydro employees and contractors working on this major project.

This role monitors, directs, and reports on all aspects of Site C security operations including planning, compliance, systems, and policy/procedure development. The Security Manager will be expected to manage the contracted security services provider, providing operational oversight to the security guard and infrastructure security services.

As the Site C Security Manager, you will participate in a range of multi-disciplinary, cross-organizational security related projects and programs to improve worker and contractor safety and security. You will be a key stakeholder, provide security expertise, and help manage critical near term and longer term projects related to both Site C and BC Hydro security architecture and infrastructure.

Specific responsibilities for this senior Security Manager role include:

  • As Site C evolves into new phases and complexities of the project, work with corporate security to regularly review and update our Site C Security Risk Assessment using all available quantitative and qualitative information. Update and prioritise the criticality of Site C assets in terms of operational impact and reputational risk. Work with Site C cross-functional teams to recommend and implement further security mitigations (if required).
  • Review and regularly update Site C needs assessments and security plans, optimizing security operations for the life of the Site C mega-project while also retaining a long-term focus for BCHydro’s operation of the completed generation facilities;
  • Provide expert advice on security standards, policies, and practical operating procedures related to Site C. Liaise with appropriate Site C and BC Hydro stakeholders to support an ongoing review and refresh of security policies and procedures.
  • Provide security expertise to support Site C procurement processes (as appropriate).
  • Provide BC Hydro’s operational oversight of the Site C Security Guard Contract which delivers a multi-faceted deployment of security services, involving a workforce of about 35 people (guards, IT specialists, supervisors and managers), and several security technologies and systems.
  • Provide guidance, direction, coaching and mentoring to colleagues, staff and Site C contractors.
  • Review (monthly) Site C security-related budgets and invoicing by contractor. Ensures contractual agreements are adhered to and invoices are accurate.
  • Manage the security response to incidents, events and issues as they arise at Site C. Work with BC Hydro stakeholders and the Site C prime contractors resolve incidents and address issues.
  • Provide site leadership when planning for, or dealing with, security related Emergency Management Incident Responses. Regularly updates and exercises security protocols such as aggressive protests, bomb threats, active shooter scenarios.
  • Establish practical security analytics and metrics to provide both the security services contractor and BC Hydro with more insight into security performance, and opportunities for improvement.
  • Provide security reporting as required by Site C project and BC Hydro.
  • Identify efficiencies and added value use cases to improve the ROI in the Site C security management program.
  • Act as a sponsor and/or project manager for important, at times complex, security related operational and strategic projects for Site C.
  • Engage with industry sector peers for mutual sharing and support of security operations and programs. Build and maintain relationships with Site C senior management team.
  • Contribute to building an inclusive working environment and promoting respect for diversity.
  • Establish a working relationship with BC Hydro Corporate Security to ensure directional consistency between Site C and Corporate security practices.
  • Role involves either a 10/4 or 14/7 shift schedule


  • The successful candidate shall have a minimum of 10 years of operational experience in Security, Policing, and/or Public Emergency Services. The candidate shall also have a minimum of 3 years of management or consulting experience.
  • Relevant experience with large scale resource industry and/or construction site projects is preferred.
  • Well-developed interpersonal, communication, writing and presentation skills are important for this role.
  • Post-secondary education of any discipline would be considered a strong asset.
  • Many candidates either already have or are working on getting a Security Management

Certificate or Certified Protection Professional (CPP) designations. Please submit your application if you will be on track to receive such certifications within 12 months of being hired.
