Do you want to play a role in the safety of Albertans? The Safety Codes Council is a statutory corporation that administers parts of the safety codes system on behalf of the Minister of Municipal Affairs. Established under the Safety Codes Act in 1993, the Council delivers programs and services that help ensure the design, manufacture, construction, installation, use, occupancy, and maintenance of buildings and technical systems are safe and comply with the various codes and standards adopted and in force in Alberta.

Position Summary

Reporting to the Director of Operations, the Manager of Education and Training is responsible for overseeing strategic projects that align Council training development processes with industry best practices. The Manager will facilitate the development of quality course content in a streamlined and cost-effective manner that will provide value for clients and stakeholders across the safety codes system.

Accountable for course development targets and metrics, learning outcomes and client service; this position provides leadership to the Team Lead, Education and Training and indirectly to a team of four professionals. The successful candidate will provide guidance to staff regarding the management of contracts with external course developers, editors, and subject matter experts while exercising human resources and budgeting responsibilities in accordance with Council policy.


This position will be responsible for:

· Establishing strategic partnerships by collaborating with stakeholders, clients, Council staff and government to identify training and educational needs across the safety codes system

· Representing the Council and delivering presentations to clients, stakeholders, sub-councils, and the Board of Directors on current and future Council education and training priorities/projects

· Reviewing and evaluating curriculum, courses, and other educational materials to ensure they are effectively meeting system needs through a variety of delivery methods

· Providing leadership for training development while engaging with staff and stakeholders to ensure relevant educational content and communication materials are accessible

· Assessing and reporting on the effectiveness of Council training programs, including the development of survey questions

· Overseeing strategic business planning and risk management including budgets, policy and procedure development

· Managing issues by proactively identifying, and advising on the mitigation of operational, corporate or system risks

· Creating briefings for the Director of Operations, Executive Committee, President & CEO, and the Board of Directors

· Delivering professional and politically sensitive responses to client and stakeholder inquiries and concerns

· Providing project leadership and expertise to ensure that deliverables are met and risks are mitigated



· University degree in Education, Adult Education, and/or related field. Master’s degree is preferred

· Formal education or coursework in change management, business planning, and budgeting is an asset


· Minimum seven years’ experience in developing and delivering adult education and training programs

· Minimum five years’ experience in a management or supervisory role

· Experience with stakeholder engagement, communications and partnership building

· Experience with developing and managing budgets, business planning, developing and implementing KPIs, is required


· Knowledge of principles, theories and best practices in course development and adult education

· Broad knowledge of:

  • project management best practices
  • communication, consultation and change management practices and techniques; and
  • the Freedom of Information and Protection of Privacy Act

Skills and Abilities:

· Possess excellent verbal and written communication skills, including public speaking

· Ability to maintain positive and effective relationships with Council management and staff

· Strategic thinker who understands the “big picture” and client/stakeholder interests

· Ability to concisely summarize complex technical requirements into plain language

· Strong analytical and problem solving skills

· Confident decision-maker and ability to work with considerable discretion

· Self-motivated and disciplined to work independently

· Effective time management skills with ability to manage multiple priorities and meet deadlines

· Political acumen, and ability to tactfully make decisions and achieve desired outcomes

· Ability to lead and manage projects with an engaged workforce

· Ability to facilitate meetings with staff or external clients to achieve desired outcomes

· Exceptional planning and organizational skills

Salary: $88,855.00 to $104,535.00 /year
