Job Description
Reporting to the Executive Director of Environment and Infrastructure, to oversee Operations for Fleet, Harbour, Parks, Roads and Trails; developing short and long term business plans and ongoing maintenance activities; maintaining knowledge of Provincial and Federal legislation to ensure programs are completed to standard; analyzing, researching, preparing, presenting and implementing reports and recommendations on operations related matters; labour relations, service level delivery, public safety and budget compliance. Provides expertise and advice to Council, corporate departments and staff, and addresses inquiries from same and the public.

Reviewing, monitor, and ensure compliance of operational field records, activities, and sites in accordance with operational policies and government regulations;
Making proactive recommendations to ensure the infrastructure is in place for planned growth;
Managing the maintenance of municipal infrastructure including but not limited to, roads, sewers, sidewalks, walkways, parking lots, street lighting, traffic signals, bridges, harbor, etc.;
Representing the Town in legal issues and give evidence in matters related to the service area;
Maintaining liaison and responds to inquiries/concerns from other service areas and agencies;
Championing the Operations service area budgets, inclusive of preparation, recommendations and administration;
Developing of RFP/RFQ for service area requirements;
Developing, administering, supervising and executing service area contractual works;
Preparing and managing operating and capital budget for the operations service area, inclusive of recommendations, forecasting and administration;
Overseeing capital projects within the service area and development of tender/bid documents for capital projects.

Grade 13 - $84,315 to $105,394 / year - 40 hours per week

Job Requirements

A Post-secondary education in Public or Business Administration, Applied Sciences or Engineering or related work experience;
Hold either a Professional Engineer, Certified Engineering Technologist/Technician, or Senior Certified Road Supervisor designation would be preferred;
7 years of related experience with minimum of 5 years experience in a management or supervisory capacity working with operational teams in fleet, harbor, parks, and/or roads;
Demonstrated experience with preparing and reporting financial information, maintenance management and administration using technology; recognized understanding of parks, roads and fleet administrative services, right-away maintenance, traffic flow and roadway safety, forestry, and fleet management.
Thorough working knowledge of applicable legislation including Provincial Minimum Maintenance Standards, the Highway Traffic Act, Municipal Act, Accessibility for Ontarians with Disabilities Act, Health and Safety Act, Commercial Vehicle Operators Regulations, Technical Standards and Safety Authority, Federal Fisheries Act, Ontario Water Resources Act, Environmental Protection Act, Municipal Drainage Act and Environmental Compliance Approvals as it relates to storm water treatment and discharge.
Strong leadership, analytical, interpersonal and change management skills and deliver complex, multifaceted projects/studies;
Excellent customer service skills required to liaise with the public, members of council, and employees to foster and maintain good working relationships and best practices.
Class “G” Driver’s License in good standing is required; “Z” endorsement would be an asset.
