We are seeking an experienced manager for the role of Director, Workforce Planning & Reporting.

Under general direction of the Chief Human Resources Officer, The Director, Workforce Planning & Reporting leads the HRIS, compensation, payroll and benefits functions of the university.

As the steward of HR related data and information, this position ensures integration of the HRIS function with core institutional systems, ensuring that internal processes are effective, efficient, and that the needs of the university with respect to HRIS functionalities and reporting are met.

Accountabilities include institutional compensation framework, payroll & benefits, organizational design, workforce planning, succession planning, and other elements of total rewards to promote employee engagement. The position ensures systems and related programs and services are competitive, equitable, sustainable, legally compliant, and aligned to the short and long-term strategic directions of the university.

Leads projects to design, or revise existing policies, structures, systems and processes; consults with internal and external resources to identify and mitigate inherent risks.
Leads the identification, implementation and integration of effective technology-related solutions to improve institutional decision-making, employee engagement and management.
Develops a total rewards strategy to enable the university attract, retain and motivate talents.
Identifies the immediate and long-term focus of the HRIS, compensation, payroll and benefits functions, ensuring alignment with the university’s strategic directions.
Evaluates the effectiveness of current programs, and identifies market best practices that are financially sustainable, and consistent with the total rewards and HR strategies.
Oversees the development and process for data stewardship and reporting to support recommendations to executive group.
Oversees the administration of total rewards and payroll systems, interprets policies, and ensures that appropriate internal controls are in place and operating effectively.
Monitors contracts with external partners, ensuring maximum value from services delivered.
Participates in collective bargaining strategy development as it relates to functional and operational support of base human resource data, career events, and total compensation.
Keeps abreast of regulatory changes affecting HRIS, compensation, payroll, pension and benefit plans and ensures the university is compliant.
Oversees communications to educate the university on processes and initiatives.
Provides consultation to university leadership on matters related to areas of work.
Manages staff, ensuring excellent and consistent service to the university community.
Develops key relationships with academic and administrative leaders, participates in senior management meetings and committees to stay connected to ongoing operational and strategic activities of the university.

Bachelor’s degree in Computer Science, Business Administration, Human Resources, or a related discipline.
Certification in one or more of the following: Certified Compensation Professional (CCP), Chartered Professional in Human Resources (CPHR), Certified Employee Benefit Specialist (CEBS), a strong asset.
Six (6) to eight (8) years of progressive Human Resources experience, focused on leading HRIS, payroll and benefits, and compensation functions for a large multi-union organization. Experience managing team leads preferred.
Experience managing large scale, cross-functional projects on time and on budget.
Experience interpreting complex reports and data sets leveraging strong excel skills.
Experience influencing organizational change with tact, respect and thoughtfulness while collaborating with various levels of staff.
Experience building partnerships and negotiating contracts with vendors.
Experience designing, implementing, and managing compensation and benefits programs.
Demonstrated expert knowledge of current best practices in compensation, payroll, benefits, and HRIS.
Knowledge of laws, regulations and legislations impacting compensation and benefits.
Exceptional skills at prioritizing and managing multiple projects, with the ability to identify where to lead and where to be directly involved.
Strong communication skills (verbal and written), including a demonstrated ability to build consensus and create a shared vision among diverse stakeholders and interests.
Ability to exercise sound judgement in decision-making.
Ability to exhibit tact to build trust and credibility in interactions with the university community.
Strong knowledge of job evaluation, organizational design, and workforce/succession planning concepts.
