Halifax Regional Municipality is inviting applications for the permanent, full time position of Corporate Planning and Performance Coordinator in Corporate Planning with Finance, Asset Management & ICT. Reporting to the Manager, Corporate Planning, the Corporate Planning and Performance Coordinator will provide high-quality customer service to HRM business units. The Coordinator will also be responsible for supporting HRM Directors and Service Area Managers in development of key performance indicators (KPI’s), service standards and targets that clearly articulate the “ideal state” HRM services – and working with Senior Business Performance Analyst ensure accountability frameworks are established and followed. The Coordinator will achieve this work using historical data, benchmarks, statistical analysis, as well as evaluation and monitoring of quality assurance systems.
DUTIES AND RESPONSIBILITIES
Continuous improvement of these processes with the overall goal of improving decision quality for HRM business units and Regional Council;
Increasing accountability and transparency;
Enhancing HRM performance results through close working relationships with Service Area Managers and support departments including the maintenance and analysis of service related information and coordination of annual business planning process;
Lead role in the development and participation of community engagement activities (e.g. surveys, in-person) that inform business planning and budget development;
Lead and/or coordinate strategic priority teams and business units through multi-year strategic planning and annual business planning processes;
Design and improve business planning processes to ensure integration with key business practices (e.g. public engagement, enterprise risk management, capital and operating budget preparation);
Ensure that business plans are aligned with key strategic and corporate priorities;
Review, analyse, and provide feedback to business units on business plans and related presentations;
Develop and refine the planning framework, processes and tools, and support HRM staff in their use;
Provide advice and training on the techniques, processes and tools of business planning to business units;
Assist in the preparation of a consolidated summary of the business plans templates, presentations and related reporting;
Coordinate the annual business planning cycle including actively tracking completion of all components to ensure on-time completion.

Develop and refine the data collection and reporting framework, processes, guidelines and tools and support HRM staff in their use;
Provide corporate quality assurance for performance data collected and reported through corporate planning processes;
Produce and distribute annual and quarterly performance reports;
Provide education and support to HRM business units in the identification, development, and reporting of performance measures;
Assist Business Units in the development and management of service standards and performance measures contained in their Service Catalogue;
Undertake jurisdictional scans; research new performance measurement KPI’s and performance management techniques;
Design, coordinate updates, and publish the HRM Service Catalogue and related process mapping, performance standards and measures;
Support the Service/Performance Review process through systematic business analysis;
Innovate to improve performance measurement and reporting
Integrate strategic and operational risk management into the corporate planning processes;
Define and support operational risk management inventory and processes;
Supporting and encouraging Enterprise Risk Management culture change;
Prepare and make presentations to HRM staff, Regional Council, Community Council and the public, as required;
Provide research and analysis, including proactive research and analytical support to HRM business units and senior management on business planning issues, corporate planning issues, performance measurement processes
Education & Experience
Undergraduate degree in Business, Public Administration, Economics or related field,
Post-graduate degree in Business, Public Administration, Economics or related field will be considered an asset;
Minimum three (3) years related work experience in the areas of strategic planning, business planning, performance measurement, or business analysis and service improvement;
Project Management (PMP) preferred;
Green Belt Lean Six Sigma certification required;
Experience working in a client service role
Technical/Job Specific Knowledge and Abilities
Thorough knowledge of business planning tools and methods for an outcome-driven planning and budgeting process; knowledge of public finance and public administration; expert Microsoft Excel skills, including development of macros and pivot tables
Sound knowledge and skills in business process mapping and process analysis; financial analysis; full costing approaches; and quantitative and qualitative measurement
Ability to facilitate large groups, build consensus and deliver outputs from business planning and performance processes
Experience in performance measurement and management
Experience with SAP
Ability to analyse performance results and to contribute to recommendations for improvements
Ability to plan and coordinate multiple efforts with complex stakeholders and to deliver on schedule

WORK STATUS: Permanent, full time
HOURS OF WORK: Monday - Friday, 35 hours per week, some flexibility required
SALARY: P2 range on the non union salary band, $68,680 - 101,000. Salary commensurate with experience.
