The IT Architect – Security Operations coordinates the development and implementation of PHSA wide technical architecture, formulates policies and standards related to the IT architecture and communicates IT infrastructure to staff as required. Provides expert technical consultation, vision and leadership in the analysis, feasibility, design, planning, implementation, and use of the IT infrastructure. Coordinates the technical planning for corporate large-scale system initiatives and coordinates the procurement of external services. Provides input into the development of policies, annual goals and objectives for the area of responsibility.

What you’ll do:
Define the principles that guide technology decisions for the enterprise and develop and implement policies and standards related to technology architecture. Formulate strategies and plans for short-term and long-term technology architecture that support the PHSA’s business needs. Oversee the evaluation and selection of hardware and software product standards and the design of standard configurations.
Design and coordinate the implementation of an enterprise-wide technical architecture based on business requirements and IT strategies and then directs the activities associated with ensuring compliance with the enterprise architecture. Communicate the technology infrastructure to IT staff, management, community sites, and project teams.
Analyze the IT environment continually to detect critical performance and security deficiencies and develop or recommend solutions for improvement. Participate in disaster recovery and contingency planning and testing. Participate in risk assessments, risk management planning and vulnerability testing related to the information security features of the systems, networks, and related administrative activities.
Research and analyze market, technology, and industry trends and standards related to technologies that affect network, security, server infrastructure, and other platforms for the purposes of determining potential impact on the enterprise and the suitability of different approaches in solving emerging business needs. Provide recommendations on the use and evolution of IT architecture.
Prepare, manage and evaluate the procurement of external services by managing the RFI, RFQ, and/or RFP process including creating and evaluating the RFP and committing funds for large enterprise-wide systems initiatives estimated at one million dollars or greater. Liaise with outside vendors, reviews bids and/or negotiates equipment and/or service contracts, and make recommendations where necessary to the Manager. Monitor the level of support to ensure requirements and expectations of the contract(s) are met.
Coordinate technical planning for corporate large-scale systems initiatives, working closely with business units, functional area managers, senior IT team and architecture team members to define the goals, objectives and plans that direct systems design and implementation activities. Resolve problems and scheduling conflicts and provide status updates and reports.
Design, implement and support enterprise wide security solutions and access controls in a way that provides appropriate, demonstrable and coordinated security procedures and practices that are compliant with related law, regulation, policy and professional standards. Provide monitoring, auditing and investigation expertise into security, policy and appropriate use violations.
Provide expert technical advice and consultation by performing analysis, formulating recommendations for proposed technology changes, and by providing input into application development and into the use of new technology for inclusion in the technology architecture. Provide consultation and advice to senior management on technology alternatives and solutions.
Develop annual goals and objectives for the area of responsibility, in collaboration with the Manager, Architecture & Security, ensuring consistency with department plans and authority objectives and strategies.
Participate in assigned PHSA, Provincial, and Federal committees; chairs and/or leads discussion as required.
Perform other related duties as required.
Participate in on-call rotation.

What you bring:
A Bachelor’s degree in computer science, engineering or a related study or an equivalent combination of education, training, and experience.
Seven (7) years of recent related experience in a large, complex organization including experience with at least two IT disciplines from a client/server environment, including but not limited to, project management, technical architecture, systems analysis, network management, application development, middleware, database management, and operations.
Highly analytical and passionate technical professional who has technical architecture & cyber security subject matter expertise.
Experience in cyber security, incident response, network security technology & networking fundamentals.
Experience providing on definitions of cyber security architecture & roadmap, including the development and implementation of effective cyber security framework & processes for various platforms.
Experience maintaining security technology and defense in-depth concepts spanning IT (on premise and cloud), vendor products, infrastructure, application architectures and development methodologies.
Direct, hands-on experience or strong working knowledge in one of the areas that go beyond cyber security: Analytics, Cloud, Logging & Monitoring.
Direct, hands-on experience or strong working knowledge of managing cyber security infrastructure — e.g. Firewalls, Intrusion Prevention Systems (IPS), Web Application Firewalls (WAF), Private Key Infrastructure (PKI) Endpoint Protection, Anti-Virus, SIEM and log management technologies.
In-depth and current technical knowledge of IP Internetworking and the cyber security vulnerabilities and common network and software engineering flaws associated with them.
Thorough understanding of traditional/ next generation cyber & network security technologies to identify and combat internal and external threats.
