Job Summary

BACKGROUND

The Provincial Health Application Services branch has overall responsibility to ensure that applications used for the delivery of programs in the Health sector are operational, maintained, enhanced, optimized, and supported. Areas of responsibility include business applications that support the Regional Health Authorities and the Department of Health. It has responsibility for the provision of 24/7 support for a wide range of complex and highly diversified applications. It also ensures that these solutions are optimized and enhanced and new solutions are delivered to meet the ever-changing business requirements of the stakeholders and healthcare environment.

The primary focus of the Technical Analyst 2 position under the terms of this Statement of Work will be to work with team members to support the Client Service Delivery System (CSDS). CSDS is a case management system that captures and manages client information for services provided by Mental Health and Addictions, and Public Health staff.

There are approximately 1,800 active users using the CSDS application. The application has over 390 user interfaces (Windows, Reports, Web Pages), 300 Oracle tables and 35 batch runs.

1. MANDATORY REQUIREMENTS

A University degree in Computer Science or a related discipline; an equivalent combination of education and

A minimum of three (3) years of relevant experience; Yes/No

DURATION/EFFORT

The successful candidate will be required on a full-time for a period of 480 working days commencing February 4, 2019 and ending on January 29, 2021

1. DELIVERABLES

The Provincial Health Application Services branch is seeking the assistance of a Technical Analyst 2 to join the support team for maintenance services for the Client Service Delivery System (CSDS). The work will comprise a mixture of steady state and project based efforts including, system operation, user support, third party software upgrades, fixing errors in the systems, adding new features, and reprogramming sections of the systems for efficiency or security.

Activities include but are not limited to the following:

  • Production application support to end users. This support may include assistance and investigation into application problems or issues, and clarification on functionality. All incidents and requests are logged and tracked;
  • Provide support to the business team for training and user acceptance testing;
  • Create and maintain documentation including standards, procedures, and
  • Analysis of requests and the design of solutions to handle new or revised requirements. This may include cost benefit analysis of various solutions, estimates, and implementation strategies, and documentation;

Provide day-to-day application development, maintenance and support functions

  • Conduct ongoing analysis and implementation of application and performance enhancements;
  • Troubleshoot system problems and propose solutions;
  • Maintain PL/SQL packages by adding new functionality or fixing exiting bugs;
  • Conduct unit, functional and regression testing;
  • Update functional specifications;
  • Develop SQL queries, views, stored procedures and
  • Create and maintain software maintenance related documentation (e.g. system and report specifications, release notes, training guide, etc.);
  • Maintain version control of software to ensure a production version is available for emergency fixes while other versions may be in progress with new or revised functions; and,
  • Work with the Enterprise Architecture group representatives to ensure that the system architecture conforms to the Enterprise Architecture Framework, including privacy, security, operational and quality assurance controls;

The individual will be required to sign a non-disclosure agreement and complete the Department’s Privacy Training prior to commencing the assignment.

Job Type: Contract

Salary: $45.00 to $65.00 /hour

Experience:

  • Micro Services Architecture: 2 years (Preferred)
  • architecting/implementing around a Service-Oriented: 3 years (Preferred)
  • Cloud Computing and Azure Cloud Solutions: 3 years (Preferred)
  • Responsive Design: 3 years (Preferred)
  • Dependency Injection and Inversion of Control design pattern: 3 years (Preferred)
  • Microsoft SQL Server and SQL BI/Data Access Technologies: 4 years (Preferred)
  • Front End Frameworks (such Angular 6): 3 years (Preferred)
  • Unit Testing frameworks such as NUnit or MSTest: 3 years (Preferred)
